This inspection was carried out on 15th December 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Care provided is tailored to individual need. The manager and staff are conscientious, caring and dedicated to trying to ensure the best possible quality of life for those living at Ransdale House. It is a happy home, as could be seen from observation during the Inspection. Comments such as `we know that our son is happy, and we are sure he will always be well looked after`, and `I am happy with the level of care` have been received from friends and relatives. Those living at the home said that they are very happy there, and `do not want to live anywhere else`. Residents seem to thrive, and it is good to see how their personal development has progressed over the years.

What has improved since the last inspection?

The manager has further consolidated her leadership style, which has resulted in a calm and ordered atmosphere. Staff appear to be working together better than ever, and have obvious respect for the manager.

What the care home could do better:

Minor repair and redecoration is needed in one bedroom and this issue is being addressed.

One named individual has a sensory impairment and a physical disability. 24th June 2005 Date of last inspection Brief Description of the Service: Ransdale House is run by the Royal National Institute for the Deaf and is registered for the six service users who are profoundly deaf, one of whom also has a physical disability. The home is a detached, two storey building, domestic in style, which blends in with the properties in the surrounding area. The home is close to shops and local amenities and there is easy access to local transport into the centre of Middlesbrough. Accommodation is provided in six single bedrooms. Communal space consists of one main lounge with a dining area, plus a conservatory. There is an enclosed garden to the rear of the home, and a summerhouse. Those living at the home are able to personalise their rooms according to taste and preference. All bedrooms have a wash hand basin, sky television and the home is equipped with specialist communication systems. This Inspection took place over a period of two hours spent at the home. During this time, time was spent talking with the manager, staff and those living at Ransdale House. This was the second inspection of the year, and priority was given to ensuring that all key standards, as identified by the Department of Health, were audited over the two inspections. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. JUDGEMENT – we looked at outcomes for the following standard(s): 11 Opportunities for development at Ransdale House are many and varied. EVIDENCE: Staff at Ransdale House continue to both encourage and support residents to ensure as high a quality of life as possible is achieved. College courses of choice are available most days, and social activities are many and varied. All residents enjoy trips to the cinema, swimming, meals out and every year holidays are arranged, with staff support. During the Inspection, one resident was baking a chocolate cake, another was busy tidying his room and helping to keep the house tidy and it was clear that those living at the home are proud of their contribution to the running of the home. The manager and staff are to be commended for the enthusiastic and conscientious way they work to ensure that emotional and social needs are met. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 20 A policy for the administration of medication is in place. If appropriate, residents would be able to retain control of their own medication, following a risk assessment. EVIDENCE: A robust policy for the administration of medication is in place and all staff have now completed an accredited Safe Handling of Medicines course. Medication audits are carried out by the Manager to ensure staff competence in this area. At the present time it is not appropriate for any resident to retain responsibility for their own medication, but one resident likes to ‘sign’ to confirm their medication has been taken. Medicines are appropriately and safely stored. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24 The home is comfortable and safe, with bedrooms suited to the needs and lifestyles of residents. EVIDENCE: Again, at the time of the Inspection, the home was homely, clean and comfortable. Those bedrooms seen were appropriately and personally furnished to a high standard. Only one issue was noted – the bathroom wall of one bedroom is scuffed and in need of repair and protective covering. This was put in hand during the Inspection. JUDGEMENT – we looked at outcomes for the following standard(s): 34 Residents are supported and protected by the home’s recruitment policy and practices. EVIDENCE: Recruitment takes place alongside the Human Resources Department of the RNID, although interviews are held locally. At the time of the Inspection, new staff were not taking up employment until both CRB (Criminal Records Bureau) and Pova (Protection of Vulnerable Adults) checks have been received. Advice was given in respect of new CRB Guidance, which states that employment can commence as long as both CRB and Pova checks have been applied for, and until these are received, staff are supervised at all times. EVIDENCE: The Registered Manager of the home has proved herself to be hard working and competent. She also has the respect of staff. The management ethos definitely places residents at the centre of both care provided and daily life, and aims to promote as high a quality of life as is possible. Encouragement and support provided by staff within the home also aims to maximise independence and potential of those living at the home.
