Date of last inspection Brief description of the care home Redroof is a converted House set in its own grounds. It is close to a shopping area and is approximately ten minuites from Epsom town centre by car. The service provides support to five adults with learning disabilities. Accomodation is situated over two floors . One bedroom is provided on the ground floor. There are two sitting rooms and a large kitchen. There is one communal toilet on the ground floor. Three bedrooms have en suite facilities and the other two bedrooms have access to a large bathroom Care Homes for Older People

The purpose of this random unannounced inspection was to monitor compliance with requirements about staff recruitment practices made at the last key inspection of 4th December 2008. The registered manager has provided an improvement plan to the Commission which details the action that they have taken to comply with the requirements made at the last key inspection. During this visit we spoke to two of the registered providers of the home Mr. Jayawardana and Mr. Liyanage . We also had the opportunity to speak with a member of staff. At the last key inspection two members of staff personal files contained criminal record bureau checks (CRB) that had been obtained from their previous employers. The CRB check is not portable. Up to date checks had not been conducted by their current employer. There was also no information available to demonstrate that Protection of Vulnerable Adults (POVA) first checks had be carried out either. One member of staff did not have two written references. By not carrying out the necessary background checks this placed people using the service at risk of harm. During this visit we looked at the files identified at the previous visit and these now contained the required information including a POVA first check, an up to date CRB and two written references. We also looked at a further six staff files which also contained the required information. This now ensures that this requirement has been complied with. It was required at the last inspection that where the home was not in receipt of the up to date CRB that staff must be appropriately supervised until this information was received. We looked at some of the homes duty rotas which demonstrated that these members of staff had been appropriately supervised. At the time of this visit the member of staff who was working alone had the appropriate recruitment checks in place. While examining the staff duty rotas it was observed that the names of staff on duty recorded on them were not always accurate. The member of staff on duty at the time of this visit did not reflect was recorded on the duty rota, although this was recorded in the homes daily diary. There was also two other occasions that the rota was blank and did not record any person as being on duty. A further error was identified in respect of another member of staff who has been recruited. We were informed that this person had not commenced employment yet as the manager was awaiting receipt of their CRB check. However there were two occasions that this persons name was recorded as having been on duty with the name of the supervising member of staff including the registered manager. This person had not received a POVA first check. We had the opportunity to speak with two of the registered providers who confirmed to us that this member of staff had not commenced employment yet. As the registered manager was away on leave during this visit we were unable to verify this.
