Service users shall be within category OP Date of last inspection 16/06/05 Brief Description of the Service: Rose Lodge is the registered name for 2 units on the same site, Rose Lodge and Rose Court, each providing personal care and accommodation for 55 older people. The home can provide short and long term care. The home is owned by European Healthcare. The home is located near Mansfield town centre and is close to shops, pubs, the post office and other amenities. The home was opened in June 1998 and consists of two identical purpose built buildings. Each unit has fifty three single bedrooms and all of the bedrooms have en-suite facilities. Bedrooms are located on 2 floors and each unit has a passenger lift. The home has well appointed garden and patio areas that are well maintained and easily accessible. This is an overview of what the inspector found during the inspection. This inspection was the second of two unannounced inspections carried out between April 2005 and March 2006. The inspection lasted for 3 hours and the inspection focussed on key standards not inspected at the last visit. The main method of inspection used was called case tracking which involved selecting 3 residents and tracking the care they receive through the checking of their records and discussing this with them. Other residents were spoken with and additional records were seen. A discussion was had with the manager, care staff on duty, relatives and care practices were observed. The premises were not inspected in detail but various areas of the home were visited as part of the inspection. What the service does well: What has improved since the last inspection?
There has been some development to the care plan process to ensure that care plans are kept under review and updated in light of any changes noted and that all entires made in any record are acurate. There has been a review of the duties that work experience students can take part in to ensure that the privacy and dignity of residents is not compromised. JUDGEMENT – we looked at outcomes for the following standard(s): 18 Staff should be more familiar with the adult protection procedures. EVIDENCE: The home has a copy of the adult protection procedures in each unit and training in the use of the procedures has been provided. The manager said that there has not been any allegation or incident of abuse. The training provided was from some time ago and staff asked were uncertain of the correct procedures to follow. Further training should be provided to ensure new staff have been trained and to refresh other staff. Residents said that they were treated very well by staff and had never seen anyone treated badly. EVIDENCE: Staff are encouraged to undertake NVQ training and a high percentage of staff are either in the process of doing or have achieved one. The home has a good relationship with their assessors who frequently attend the building to assess staff. Residents felt that staff were competent in their duties. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 35 and 38 The home is managed by someone competent to fulfil the role. Improvements are needed to the management of residents finances and some health and safety checks. EVIDENCE: The registered manager has been in post since the home first opened in 1988 where she was the manager for one of the two homes, which were separately registered. The homes registration was combined in 2005 where the manager became the registered manager for the whole site. A deputy manager then manages each unit. The manager is fully aware of the responsibilities of hr role and is enrolled on NVQ level 4, which she would have expected to have finished by now had it not been for problems with the college. The manager also intends to undertake the registered manager award. Small sums of money are normally given to the home to manage by relatives. Records are kept of all monies paid in and any expenditure made which include 2 signatures for each transaction. Money is held in a communal tin rather than for each individual resident. Money should be held separately for each resident. There are contracts in place for carrying out the required safety and maintenance checks on equipment. The maintenance man carries out the weekly fire alarm test, however there is no system in place for these to be done when he is not there. Also the required monthly checks are not carried out on the emergency lighting. Residents and relatives confirmed that they have heard the fire alarm being tested. There has not been an assessment undertaken of the water storage system to identify if there are any practices needed to prevent the risk of Legionella.
