It is an annual review prepared by CQC after examining previous reports and information from the provider. At the time of this report, CQC judged the service to be Excellent.
The inspector made no statutory requirements on the home as a result of this inspection
and there were no outstanding actions from the previous inspection report.

Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Safeharbour is situated in a quiet residential area within a short distance of Droitwich Spa town centre and a wide range of local amenities. The premises are in keeping with the environment and the local community. There is a small patio area at the rear of the house but no garden. Accommodation is provided on two floors and all the residents have their own single bedroom. The home provides a service for six people with learning disabilities who have high support needs.

The fee for the service range between one thousand nine hundred and two thousand eight hundred pounds per week. Additional charges are made for personal services such as hairdressing and personal items such as clothes and toiletries. What did we do for this annual service review? We, the Commission, looked at all the information that we have received, since the last key inspection, carried out on 14th August 2007. This included:The annual quality assurance assessment (AQAA) that was sent to us by the service in July 2009. The AQAA is a self-assessment form that enables the manager to demonstrate how well desired outcomes for the people using the service are being met, it also gives us some numerical information about the service. Surveys returned to us by staff at the home and a social worker. What the owners have told us about things that have happened in the service, these are called notifications and are a legal requirement. What has this told us about the service? The AQAA was quite detailed and gave us the information about what the service does well, what has been improved in the last year and what the plans for the future are. There were not many examples of how individuals have benefited in the last year from the way the service is being operated. These examples are the best evidence that desired outcomes are being acheived. Examples of areas that have been improved in the last year were reported on. These included, The majority of team are now trained in infection control; Now 90 of the care team have completed or are working towards NVQ II or above; We have redecorated communal areas of the home. Future plans included, Two team leaders are going to start the NVQ 4 in Care and the Managers Qualification; We hope to complete Accreditation with National Autistic Society; We plan to continue to research and study feasibility of having more internal Safeharbour based trainers with appropriate qualifications. The new manager, Mrs Hayden, said in the AQAA that one complaint had been received in the last year. No details were given but she reported that she had responded within 28 days. We have not received any complaints. There have been two safeguarding alerts recently. Mrs Hayden made referrals to Worcester Social Services safeguarding team in a timely manner and cooperated with the local multi-agency procedure. The conclusion was that the service would carry out internal disciplinary proceedure and the staff concerned were retrained. The AQAA gave evidence that the service continues to have a positive ethos towards promoting equal opportunities for staff and the people using the service. Examples included, We employ a team of individuals of different race, gender, sexual orientation, age, religion and beliefs so that the individuals living at Safeharbour are supported by people from all walks of life; Each service user has a care plan that identifies their family traditions and culture and this guides and aids carers to support individuals in a way that they are used to; We have increased the number of team members trained in equality and diversity. The AQAA showed that all policies have been reviewed in the last two years to take Annual Service Review Page 4 of 6 account of new legislation. The resident group has remained unchanged. Of a team of 23 in the last year 13 have left. This is a significant turnover in a service for people who find change difficult. No one living in the home retruned a survey. However, the majority would not be able to express their veiws in this way even with support. Eight staff gave feedback in surveys which were overall positive, comments included, The standard of care is good and the clients are well supported and their needs are taken care of, if they need medical attention it is acted on straight away; We promote independence and individuality for each resident; Equal opportunities are well promoted. Feedback indicated that improvements could be made in how the manager supports staff, the number of staff provided and the way information is shared. Specific comments included, Activities could be better planned and thought through; information sharing between seniors is not always effective and handovers are not always clear; several things in the home need replacing and areas need repainting and mordernising. A Social Worker gave positive feedback about the service and commented that each person has a good individualised programme. Mrs Hayden has been in post since November 08. She did not make an application for registration in a timely manner and had to be promted by us to start the process in June 2009. What are we going to do as a result of this annual service review? We will do a key inspection by 14th August 2010. We may change our inspection plan and bring the inspection forward, as the management of the service has changed and there has been a high staff turnover and two adult protection incidents.
