Age Range of Residents People admitted to the home must be in the age range of 18 to 64 years. 23rd August 2005 Date of last inspection Brief Description of the Service: Lansdowne Road is registered for 3 adults who have learning disabilities. Currently all residents are men. The home shares a staff group with other services run by SCIC in the neighbourhood. 8 Lansdowne Road is a four bed roomed detached house in a residential neighbourhood; it is indistinguishable as a care home from the neighbouring properties. On the ground floor is a large living/dining room. There are gardens to the front and rear of the house. This is an overview of what the inspector found during the inspection. This report is of the second unannounced inspection of the year at this home, and should be read alongside the previous inspection report, for a fuller picture. Where key standards have been assessed on the previous inspection and have been met, these have not necessarily been inspected on this occasion. The inspection took place on a week day late afternoon and was able to be a relatively brief one, taking just over an hour, owing to the very positive nature of the previous inspection. The inspector was assisted by service users, and the manager, who was the staff member on duty. Two service users were seen during the inspection; the third, who had been seen on the previous inspection, had not returned home from his day service/work before the end of the inspection. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 6 People living at 8 Lansdowne Road may enjoy, and benefit from, the development of individual ‘life story’ books. EVIDENCE: The key standards in this section were seen to be met at the previous inspection in August, and were not assessed on this occasion. The development of ‘life story’ books was discussed with the manager, who agreed that they could be a useful document for service users. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 Service users continue to enjoy a relaxed, or active lifestyle, according to wishes. EVIDENCE: These standards were met previously. One service user told me of his purchases for Christmas, and of the various places he went to, and how he got there. The intended outcomes for Standards 18 - 21 are: 18. 19. 20. 21. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 18,19 The home continues to offer support in a sensitive way that enables service users to get on with their lives as they wish, within a safe framework. EVIDENCE: These standards were met previously. One resident spoke of a forthcoming health appointment, another advised of his diet that the home was supporting and encouraging him with. JUDGEMENT – we looked at outcomes for the following standard(s): 22 The complaints system has been used to help rectify a resident’s complaint. EVIDENCE: The complaints log had one complaint, concerning the home being cold. The manager explained that a resident, being less active than staff, felt the cold more. JUDGEMENT – we looked at outcomes for the following standard(s): 24,28,30 The home continues to meet individual and collective needs in a homely, comfortable and safe manner. EVIDENCE: The home continues to be clean, tidy, and well-maintained, and quite clearly regarded as ‘home’ by the people living there. JUDGEMENT – we looked at outcomes for the following standard(s): 35 Service users are supported by appropriately trained staff. EVIDENCE: Training was discussed with the manager, who advised that a thorough training programme is ongoing, and that all specialist and mandatory training is undertaken. Training records are kept at a nearby, larger, ‘sister’ home. These were examined as part of the inspection of that home earlier in the year, and were seen to be satisfactory.
