The home is a bungalow and this supports people who have additional physical needs as well as a learning disability. The home has two bedrooms, a lounge, and a kitchen/dining room. The people living in the home share a bathroom. The home also has a nice sized back garden. The home is in Burbage, near Hinckley. Shops and leisure facilities are nearby, and people living in the home can either use public transport, or use the organisations own transport to help them get to the places they

The Commission received an anonymous complaint about this service, alleging that a staff member was allowed to work on their own at the home, without proper recruitment checks first being made. Specifically we were told that references had not been sought, their name had not been checked against the vulnerable adults register and a Criminal Records Bureau check had not been obtained. The person in question had previously completed a work placement at Skills For Living as part of their nurse training and was therefore known to the registered providers of the organisation. They had not worked at Greenmoor Road during this placement. Additionally the complainant alleged that fire doors within the home were routinely wedged open and cleaning products were not stored securely. We visited Greenmoor Road on 01 October 2009 at 11:10am. We observed that the fire doors to the lounge and the kitchen were wedged open. We also observed that not all cleaning products had been stored away securely. At present there is only one person living at Greenmoor Road and they receive one to one support at all times. We examined the rota and noted that the staff member alleged to have worked at the home was documented as having worked one shift with another staff member and one shift alone. The staff member on duty confirmed that these shifts had been worked as documented on the rota. The staff member informed us that all recruitment records were kept at the Skills for Living Head Office in Hinckley. We arrived at the the Head Office in Hinckley and spoke to one of the registered providers. They confirmed that the staff member had worked the shifts documented on the rota and that they had done this before written references or a Criminal Records Bureau (CRB) check had been obtained and before the persons name had been checked against the vulnerable adults register. Some recruitment information had been completed for the person. A CRB application had been competed and the person had made a declaration of criminal offences. A health questionnaire had been completed and evidence of identity had been taken. An induction booklet had been signed by the staff member to say that it had been read, as had a document outlining the companys policy on confidentiality. An interview record form had also been completed. We made an immediate requirement that the registered person must ensure that no person works in the care home until the necessary recruitment documents, outlined in the Care Home Regulations have been obtained. We also asked the registered person to give us a written explanation as to why the staff member was allowed to work without direct supervision and without recruitment information being obtained. During our discussions with the registered provider at Skills for Living we also informed her that fire doors were being wedged open and that all cleaning products were not stored securely. What the care home does well:
Care Homes for Adults (18-65 years) Page 4 of 8 The registered providers responded immediately and thoroughly to our concerns, acknowledging that they had not followed Care Homes Regulations with regards to the employment of this person. Amendments have been made to procedures to ensure that the registered providers are personally involved in all staff recruitment and take direct responsibility for ensuring that recruitment checks are made, including Criminal Records Bureau checks and checks against the vulnerable adults register. The company have also recently designated a Human Resources Manager to carry out all staff inductions. The registered provider has also informed us that fire doors are no longer wedged open and that staff have been reminded to ensure that all cleaning products are stored securely.
