Conditions of registration: Date of last inspection 5th December 2005 Brief Description of the Service: St.Edith’s Court is part of the Anchor Trust who provides residential care in the region. The home is situated in a quiet residential area of Westcliff-on-Sea, close to local amenities. The home provides single accommodation for 39 older people over the age of 65. Residents’ flats are situated on two floors and offer en-suite and kitchen facilities, as well as a range of comfortable communal areas throughout the home. A passenger lift is available to the first floor as well as conventional stairs. Outside of the home is a well-designed garden that is stocked with shrubs and plants. Access to the garden is suitable for wheelchair users and sufficient seating areas exist. There are adequate parking facilities to the side of the home in a designated car park belonging to the home. This is an overview of what the inspector found during the inspection. This unannounced inspection was carried out on the 3rd March 2006 with the assistance of the home’s manager, staff and residents. The inspection took place between the hours of 11.00am and 2.00pm. Feedback was provided to the registered manager following the completion of the inspection. A total of nine standards were inspected with seven being met, the one requirement relates to the home’s quality assurance system. The recommendation made relates to National Vocational Qualification (NVQ) training. Both are carried forward from the home’s last inspection. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3. The home manages the admission process well, thus helping ensure that the individual assessed needs, and appropriate admissions take place. EVIDENCE: The files of two residents’ were inspected and provided clear evidence that senior staff at the home had carried out pre-admissions. The admission procedure and ongoing assessment during the trial period of six-week’s, ensured that residents’ social needs and interests are properly assessed and planned for. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 15. Dietary needs of residents are well catered for with a balanced and varied selection of meals available that meets their tastes and choices. EVIDENCE: The home’s cook provided the evidence of various menus, agreed with residents, and based on a seasonal basis. The cook and residents in between these periods carry out a review of the menus. Further evidence was provided in relation to food storage, regular checks carried out on kitchen equipment. Since the home’s last inspection, food hygiene training has been further developed through a scheme introduced and supported by the local borough council. “Safer Food, Better Business” concentrates on the new regulations introduced this year, and identifies a range of checks and procedures that should be carried out. Catering staff will undertake the course and cascade this down to others. Residents spoken with during luncheon said they enjoyed the meal and the food in general was of a good standard. Residents requiring assistance, special preparation of food, and special diets, were seen during the luncheon period on the day of the inspection. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28 and 30. Staffing levels and skill mix in the home are maintained, ensuring that the assessed needs and safety of residents are met. Qualified and competent members of staff care for residents, ensuring their safety. EVIDENCE: Staffing levels and skill mix at St. Edith’s Court are sufficient to meet the assessed needs of the residents currently being accommodated. A total of 27 members of staff provide care and support for the 39 residents living in the home. 5 carers cover the morning shifts, and the afternoon shift includes 4 carers, a Senior Carer supports both shifts. The cover for the afternoon shift is to be increased in April’s budget to 5 carers. Waking night staff reflects the numbers and needs of residents and the layout of the home, no carers sleep in. Domestic staff are employed in sufficient numbers to ensure that standards relating to food, meals and nutrition are fully met, the maintenance and cleaning of the home is maintained to a high standard. The home’s staff rota was examined and found to be in order. National Vocational Qualification (NVQ) training is progressing well with 4 carers qualified and 10 undertaking the Level 2 qualification. The home has three NVQ assessors and one designated trainer.

Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35 and 36. The home is managed well with clear leadership and guidance to staff, to help ensure residents receive consistent quality care. The home regularly reviews aspects of its performance through consultation with residents and relative’s. However, a full report of the findings has not been published by the agency responsible. Resident’s financial arrangements are safeguarded by the accounting and financial procedures of the home. EVIDENCE: The registered manager is qualified and has completed the NVQ Level 4 in Care and Management and is experienced and competent in running the home. Residents and staff expressed a high regard for her management approach to the running of home and felt supported. Periodic training is undertaken by the
St Edith`s Court DS0000015468.V280319.R01.S.doc Version 5.1 Page 15 registered manager to update her knowledge and skills, she is about to undertake ‘End of Life’ training, together with her deputy and senior care staff. The home’s quality assurance monitoring system has been further developed with the report being prepared by an outside agency (Laing & Buisson). The registered manager confirmed that when the report is received she would forward it to the Commission for Social Care Inspection (CSCI). Resident’s financial arrangements are taken care of by their families under Power of Attorney conditions or Enduring Power of Attorney. Some residents manage to arrange their own financial affairs regarding fees and maintaining bank accounts. Resident’s personal allowances for general day-to-day living expenses are looked after by the home if they are not able. Records of all transactions are kept electronically (password limited to registered manager and administrator), with paper copies and receipts kept for periodic auditing purposes by Anchor Trust.
