What the care home does well

St Stephens provides a homely environment in which residents can live and move freely around. The staff team are led by a committed management team, who make sure residents needs are met. Staff are equipped with the knowledge and skills to meet the specialist needs of the residents living at the care home.

What has improved since the last inspection?

Staff training in areas, which require updating including moving and handling, first aid, medication training and health and safety have taken place for all necessary staff. The home has moved towards developing a range of activities specifically designed for residents who suffer from various levels of dementia, so that they are socially stimulated using a range of programmes designed for them.

What the care home could do better:

Service certificates must be up to date and available for inspection. The home should continue to develop the current good practices seen during the inspection process.

The home is a converted 3-storey house with a purpose built 2-storey extension to the rear. The home is situated in the North shore area of Blackpool, close to the seafront, and approximately 10 minutes by car to the town centre. There are an appropriate level of aids and adaptations in place to meet the needs of residents who are frail and immobile. The home has 27 single rooms, 14 with on suite facilities, 2 double rooms. This was the second statutory inspection for 2005-06. It was unannounced and undertaken during a weekday period. The inspection examined a number of standards, including medication, the environment, residents rights, staff training and health and safety issues which will be focused upon in the main body of this report. During the inspection the registered manager and individual staff members assisted the inspector with the process. Due to the level of dementia suffered by residents living at the home they are unable to provide comments regarding how they live at the care home, however general comments will be included. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 9 Medication in the home is managed and stored safety for the protection of residents and staff. EVIDENCE: The homes medication systems have recently been reviewed. These improvements ensure the safe handling, recording and storage of medication in the care home. Staff training has been extended. All staff responsible for the administration and recording of medication have recently had updated training. This makes sure they are equipped in the knowledge and understanding of current good practice in medication management for the protection of residents and staff responsible. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 13 Relatives and visitors are encouraged by staff to visit whenever possible, so that residents maintain contact beyond the boundaries of the home. EVIDENCE: The homes written literature encourages visitors to come to the home without any restrictions, so that residents can maintain contact at any time. At the time of the inspection during the morning period, visitors were seeing relatives, and were able to take residents to private areas of the home including resident’s rooms for privacy. Staff members were seen to interact well with visitors and are able to provide emotional support when necessary. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 22, 24, 26 The care home provides an environment, which is comfortable and well maintained for people to live in. Specialist equipment is in place to meet the high level of dependency of residents living at the home. EVIDENCE: The homes decoration is generally good throughout with a maintenance plan in place to ensure the general maintenance and decoration of the home is constantly reviewed and acted upon. Work was being carried out to the hall stairs and landing areas of the home at the time of the inspection, which reinforces the homes commitment in ensuring it is maintained to a high standard. The homes external environment is well maintained. Garden areas to the front and rear of the home are neat and tidy. The rear garden is walled and not overlooked, which ensure the privacy of residents choosing to use this area of the home. Resident’s rooms were seen to be generally large, with personal possessions very much evident, so that residents have familiar things around them. The home has in place cleaning materials and designated domestic staff, which makes sure the home is clean and hygienic at all times. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27 Residents are protected and cared for by a staff team, which is well trained and competent in delivering a high standard of care to meet the specialist needs of residents living at the care home. EVIDENCE: The staff team, in some cases, have worked together for many years. Those spoken to commented on the support received in respect of training and team spirit. Staffing levels are based on meeting the needs of residents, so that they have their individual needs met. Staff were seen to mix and communicate with residents, respecting their attitudes and behaviour, which is due to the levels of dementia they are suffering. Staff were seen to be sensitive in how they undertook their duties. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 35, 38 There are systems in place to make sure the health safety and welfare of all users of the service are protected. EVIDENCE: Records seen confirmed the home has safe monitoring systems in place for the health safety and welfare of residents and staff, so that they are protected from harm. However there is a requirement for all service certificates to be up to date and available for inspection at any time, to ensure the requirements have been complied with. Residents are protected from financial abuse because of the system in place for managing resident’s allowances.
