This inspection was carried out on 17th January 2006.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

Strawberry Fields is located next door to the providers main service The Rookery. The main complex offers a wide range of facilities which service users can access, whilst enjoying the benefits of living in a domestic style of accommodation. The provider offers people accommodated a good range of leisure activity and opportunities for development and growth.

What has improved since the last inspection?

Since the last inspection there has been some redecoration and new carpets have been fitted where necessary. Confidential information is no longer displayed and staff training has been provided to allow service users to be supported in using the computer.

What the care home could do better:

The service needs to maintain satisfactory standards whilst remaining aware of opportunities to foster growth and development for those living there.

The service is operated by a company and users attend day services at The Rookery, the companies main home. Strawberry Fields stands on the outskirts of the Norfolk seaside village of Walcott. The home has its own transport. The service is located in a detached house and all users have their own bedroom. The home has a large garden. This inspection of Strawberry Field was unannounced and at the time of the visit staff and all service users were out and as such the inspector has looked at standards which could be evidenced through records and discussion with the homes management. JUDGEMENT – we looked at outcomes for the following standard(s): EVIDENCE: There have been no admissions to the service since the last inspection and as such these standards were not inspected. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate in, all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept. The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 10 The service is managing confidential information in an appropriate manner. EVIDENCE: Since the last inspection information relating to personal care which had been displayed on the office notice board has been reviewed. The service manager confirmed that all confidential information was now appropriately stored. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 The service has moved to train staff so as to better support service users in activity on the homes computer. EVIDENCE: The last inspection of the service identified the lack of computer skills held by the services main staff member as inhibiting services users use of the homes computer. This was discussed with the homes manager who confirmed that this training need was now being addressed and that access to the homes computer by all service users was better supported. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 22 The service has a satisfactory complaints process although no complaints have been received. EVIDENCE: The service management confirmed that there had been no complaints received in respect of the home and that he was confident that staff were aware of the views of service users and did listen to them and act on those views. As no service users or staff were present it was not possible to consult with them. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 24,30 The home offers a domestic environment which is clean, homely and safe for those accommodated. EVIDENCE: Since the last inspection there has been some general redecoration and some new carpets. A brief tour of the building was undertaken and all areas seen were in reasonable order and the home was clean and tidy. Service users benefit from clarity of staff roles and responsibilities. Service users are supported by competent and qualified staff. Service users are supported by an effective staff team. Service users are supported and protected by the home’s recruitment policy and practices. Service users’ individual and joint needs are met by appropriately trained staff. Service users benefit from well supported and supervised staff. The Commission considers Standards 32, 34 and 35 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 32,34,35 Staff at Strawberry Field receive appropriate training which allows them to meet the needs of those cared for. The services recruitment process provides a framework for the protection of service users. EVIDENCE: Although the inspector was unable to talk to or observe staff working he was able to inspect records of training and the services recruitment process. The service has a small staff team with one main member of staff and several others working part time. Records of training showed a good spread of core training provided to all staff and the services main member of staff has also achieved an NVQ level 3. The services employment process was also tracked and the inspector was shown criminal record bureau checks for staff employed. Based on the information seen and discussion with the manager the inspector is satisfied that service users are protected by this approach. Service users benefit from competent and accountable management of the service. JUDGEMENT – we looked at outcomes for the following standard(s): 37,39,42 The service is well established and runs well in a manner which benefits those who live there. Health and Safety is promoted and protected. EVIDENCE: The rookery is a small service which in many respects operates as a satellite of the company’s main service The Rookery which it stands next to. The home is managed by the manager of The Rookery and service users spend significant amounts of time on the main site. The service as a whole has investors in people status and the views of two of the residents were gained through a recent survey as were the views of one family. In respect of the above these were the only responses and all were positive about the care received. Health and safety records were seen including training records which showed the main member of staff to have received training in health and safety. As such the inspector is satisfied that this area is managed appropriately and there are no undue risks to service users.
