Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gives us some numerical information about the service. Surveys returned to us by three people living at the home and by three staff working there. Information we have about how the service has managed any complaints. What the manager has told us about things that have happened in the service. These are called notifications and are a legal requirement. The last key inspection and the results of any other visits we have made to the home, as well as the history of the service. Relevant information from other organisations and what other people have told us about the service. The last key inspection of this service was carried out on 21st October 2008 when it was assessed as providing good outcomes for people living there and given a two star - good rating. There have been no previous annual service reviews. What has this told us about the service? We know that the organisation which owns this home, has been working hard to look at the way information is made accessible to people who might want to use its services. This means that people who are thinking about moving to the home (or their representatives) have access to information to help them make decisions about whether it is suitable for them or not. All of the people who currently live there, say that they had enough information about it before they decided to move in. Our previous visits have showed us that peoples needs are set down in an individual plan of care and kept under review. The manager recognises that further improvements can be made to ensure these plans are centred on the needs of each person and he has told us about how he is going to make these improvements. All three of the people living in the home say that they can make decisions about what they do during the day time, evenings and at weekends and they say that the staff treat them well as well as listening to and acting on what they say. This means that people have opportunities to express their views about what they want to do and about Annual Service Review Page 4 of 7 the support that they receive. We know from what people have told us in the past, that they are supported to make and attend (if necessary) appointments with other professionals who can help keep them well. All three staff who wrote to us confirm that they have training that gives them enough knowledge about peoples health and medication so they can support people with their health care. The manager has told us about one incident involving medication and we know that action is taken to address any concerns and to make sure that staff are able to ensure safekeeping, recording and administration of medicines, where people need support. Our previous visits have shown that staff have training to ensure they know what to do if any abuse is suspected and the manager has a good record of working cooperatively with other professionals, including the adult protection team. This contributes to ensuring that people are protected from abuse. Everyone living in the home says that they know who to speak to if they have any concerns about their care, and how to make a complaint if they need to. The staff also say that they know what to do if someone has concerns about the service. The manager has told us that information about how to make a complaint has been looked at so that it is clearer and easier for people to understand. He has plans to provide support and training to people living in the home that will empower them to complain and help them understand their right to do so. We will want to see if this has happened when we next review the service. A staff member has commented to us that any problems or concerns are dealt with quickly and efficiently by all staff. We know that one of the directors visits regularly and that these visits give people the opportunity to express their views about the service and any concerns they may have. These things tell us that people can make their concerns known and that these are taken seriously and addressed. The manager has been in post over a year now. During that time he has identified where things could be improved and has worked cooperatively with us to ensure that outcomes for people supported are good. He continues, by the quality review process and in information sent to us, to identify where further improvements can be made and how he intends to go about this. This shows that he is taking responsibility for ensuring the service is run well and that people using it have a good quality of life, as well as for improving it still further. We think that this shows the service is continuing to improve and is providing good quality outcomes for people using it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan as a result of this review. Under the Commissions current inspection regime, we would be carrying out a key inspection of the service by 20th October 2011. Before then, we will carry out another Annual Service Review Page 5 of 7 annual service review. However, we can inspect the service at any time if we have any concerns about the welfare or safety of people using it.
