This inspection was carried out on 20th September 2005.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Good. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The service provides a varied and busy lifestyle for each resident based around his or her needs and choices. The activities available for residents within the facility and in the community are excellent. Members of staff were observed to communicate with service users in a respectful manner that was sensitive to their needs. All relatives who responded to the inspection through questionnaires said that they were satisfied with the overall care provided. A relative said, "This home is very welcoming but more importantly they care for the residents extremely well and are always looking for ways to improve the quality of their lives."

What has improved since the last inspection?

The requirement made at the last inspection was to improve documentation as required by legislation in respect of the identity of staff. Due to an amendment of legislation it is accepted that the identity of a member of staff will be confirmed through the completion of a Criminal Record Check application. Three out of the four recommendations made at the last inspection have been complied with. Work is still being undertaken in respect of one recommendation.

What the care home could do better:

The Registered Providers must ensure that there is evidence of the applications of Criminal Record Checks made prior to employment of new members of staff. New members of staff should only be employed before the Criminal Record Check comes through in exceptional circumstances and as long as a check has been made against the Protection of Vulnerable Adults Register and there is written evidence of this.A requirement has been made in respect of this matter. The Registered Providers must provide an action plan to the Commission by the 26th October 2005 that gives details of how they will comply with the requirement.

No persons under 18 years of age or over 65 years of age may be admitted Date of last inspection 04 January 2005 Brief Description of the Service: Strawberry Field is registered to accommodate up to ten people with a Learning Disability aged between 18-65. The home is situated in Wick, Littlehampton on a shared site with another home belonging to the same organisation. It is a purpose built home with all bedrooms being single occupancy and having ensuite facilities. Attached to the home is a building used for recreational and educational activities that is shared with two other homes belonging to the organisation. Strawberry Field is owned by Corich Community Care Limited. The Responsible Individual acting on behalf of the organisation is Mrs S Coren and the Registered Manager is Mrs Karen Brown. This inspection was undertaken on Tuesday 20th September 2005 and was an announced inspection. The Inspector was in the home from 8am to 1.15pm. Prior to the inspection comment cards were sent to relatives. Six comment cards were received. On the day of the inspection all of the residents were seen however discussions with them were limited due to communication difficulties. A period of observation was undertaken in the lounge area and in the activity area. The Inspector also looked around the home and examined a sample of care plans and staff records. One member of staff was interviewed. What the service does well: What has improved since the last inspection? Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2, 4, 5. Prospective residents needs are assessed prior to admission and they have an opportunity to visit the home. Work is still in progress to ensure that all residents, relatives or representatives have a signed contract. EVIDENCE: From the sample of care plans examined it was demonstrated that a prospective resident’s needs are assessed prior to admission. This also includes an assessment of the person’s needs undertaken by a Social Worker and assessments from Health Professionals. This makes sure that the person does not move into a home that does not have the right facilities or cannot meet their needs. The Inspector was informed that at least four visits were made to a prospective resident to observe behaviour and to develop a relationship prior to admission. The prospective resident was supported to visit the home. Members of staff from the previous placement supported the resident once admitted. New admissions will be on a trial period and a review of the placement will be undertaken after twenty-eight days. A recommendation was made at the last inspection for the contract and terms and conditions to be signed by the resident or their relative/representative. The Registered Manager confirmed some progress with this but work is still in progress to undertake this work. Service users know their assessed and changing needs and personal goals are reflected in their individual Plan. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6, 7, 8, Individual care plans provide good information about each resident. The Registered Manager and members of staff make every effort to ensure that an individual’s needs and choices are promoted and respected. Residents are supported to make decisions and relatives are consulted and kept informed about the care and support required and provided. EVIDENCE: Residents are unable to be consulted about their needs and have limited ability to make choices and decisions about their lives. Therefore members of staff rely on information gained through observation of residents, from information provided by relatives and other professionals to guide them on how what support and assistance to provide. During the period of observation it was noted that members of staff assisted residents to choose where they spent their time and what activity they wanted to be involved in. The Inspector examined a sample of two individual care plans. Care plans seen provided good clear information about the abilities and disabilities of the residents and how they should be supported. Relatives were asked through comment cards if they were kept informed of important matters and consulted about the care their relatives receive. Four out of the six relatives who responded said that they were kept informed. One said mostly and one said they were not. Five out of the six who responded said that they were consulted and one said mostly. Service users have opportunities for personal development. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 11, 12, 13, 14, 15, 16. Activities and personal development for residents at Strawberry Field are excellent. They are well managed, creative and provide a variety of stimulation and interest for residents living in the home. Residents are supported to maintain contact with relatives. EVIDENCE: An activities co-ordinator is employed to work in the home. The activity centre is attached to the home so service users have good access to facilities. Residents are supported to access a wide range of activities in the community. Trips to concerts, theatres, shops, cafes etc are organised on a regular basis. Within the home there is T.V and music equipment and games available. The courtyard is used for ball games etc and residents have free access to this. From the sample of care plans examined it was evident that residents are supported to maintain contact with their relatives and are supported to phone them on a regular basis. A record is kept of the residents preferred form of address. Service users receive personal support in the way they prefer and require. Service users’ physical and emotional health needs are met. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. The Commission considers Standards 18, 19, and 20 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) The Standards in this section were not assessed at this inspection. Service users feel their views are listened to and acted on. Service users are protected from abuse, neglect and self-harm. The Commission considers Standards 22, and 23 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 22. 23. There is an appropriate complaints procedure. Residents are protected from harm. EVIDENCE: There is a written complaints procedure that would mostly be accessed by the resident’s relatives or representatives. Four out of the six relatives who responded through comment cards indicated that they had been made aware of the complaints procedure, two had not. It is recommended therefore that the Registered Manager ensure that all relatives receive a copy of the complaints procedure. The home has a copy of the West Sussex Multi Agency Adult Protection Procedures. From training records examined it was evident that members of staff have received training in abuse awareness and the procedures to follow. There are systems in place to ensure that physical and verbal aggression by a service user is understood and dealt with appropriately. Members of staff are fully trained in the use of physical intervention and appropriate records are kept. Service users live in a homely, comfortable and safe environment. Service users’ bedrooms suit their needs and lifestyles. Service users’ bedrooms promote their independence. Service users’ toilets and bathrooms provide sufficient privacy and meet their individual needs. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24, 25, 26, 27, 28, 29,30. Strawberry Field provides residents with an attractive comfortable home that is safe and well maintained. Residents’ rooms are individually decorated and provide a comfortable space for each resident. Sufficient toilets and bathrooms are provided. The communal space within the home is comfortable; the outside space is safe and accessible. EVIDENCE: Strawberry Field is a purpose built home and meets all the current standards. The Inspector looked around the home and observed that the home is well maintained and residents’ bedrooms are furnished to a high standard and are very individual. All have en-suite facilities. The home was very clean on the day of the inspection. The residents’ privacy is respected in bathrooms, toilets and bedrooms by using a magnetic locking device. This necessitates members of staff and residents, where able, wearing a magnetic key. Service users are supported and protected by the home’s recruitment policy and practices. Service users’ individual and joint needs are met by appropriately trained staff. Service users benefit from well supported and supervised staff. The Commission considers Standards 35 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 33,34. Staffing levels in the home are appropriate for the needs of the residents. The recruitment procedures and practices do not fully protect residents. EVIDENCE: The staffing levels on the day of the inspection were sufficient to meet the needs of the residents. A member of staff confirmed that six or seven support workers work on every shift. In addition to this the home employs a cook (Mon-Frid), an activities co-ordinator, domestic staff and extra one to one staff for two service users. Five out of the six relatives who responded to the inspection through questionnaires said, “that there are always sufficient numbers of staff on duty.” A relative said, “ Staff at Strawberry Field have been excellent and very supportive.” A sample of records was examined relating to five new members of staff employed since the last inspection. For two out of the five members of staff there was no written evidence of a Criminal Record Application being made or a check against the Protection of Vulnerable Adults Register (POVA first check) before starting to work in the home. Another member of staff had started working in the home before the Criminal Record Check Disclosure had come through and there had been no references received for this person. JUDGEMENT – we looked at outcomes for standard(s) 37, 38. The Registered Manager is experienced and has the skills required to undertake the work. There is clear leadership and direction to members of staff that ensures residents receive a good quality of care and lead varied and fulfilling lives. EVIDENCE: The Registered Manager has the necessary qualifications, experience and competencies to run the home. Time was spent with the Registered Manager on the day of the inspection during the period of observation. It was apparent that residents had a good relationship with the Manager and clear guidance and support was provided to members of staff.
