All of the bedrooms have a private wash hand basin. There is a lounge, dining room, kitchen and laundry. There are an adequate number of bathrooms and toilets. There is a large garden at the back of the house. This has both lawn and flower beds. There is a summer house. The property is in a quiet residential street. It is about half a mile from Folkestone town centre. There is public transport nearby. The Service has its own people carrier vehicle. The Registered Provider is a charitable organisation. What the care home does well People who live in the Service indicate that the support workers are kind and that they provide them with support in ways that are right for them. People are helped to lead normal lives through responsible risk taking. As part of this, they are supported to develop their independence. They are also helped to take part in social activities. People are helped to stay in good health. This includes helping with the administration of medication. It also includes arranging for people to receive medical attention as and when necessary. There is an organised procedure for responding to complaints. Since our last Annual Service Review the Registered Provider has received one complaint. The records show that the matter was investigated and resolved promptly. The Registered Provider has also supported Kent County Council to investigate four incidents when someone`s wellbeing may have been compromised. Three of these investigations have been concluded. The most recent incident is still being examined. We understand that the Registered Provider has cooperated fully with the investigations.Suitable provision is made to ensure that people are kept safe. This includes having a system to deal with exceptional circumstances when someone may need to have aspects of their liberty restricted. Sensible things are done to promote people`s health and safety. This includes making sure that the fire safety regime complies with the requirements of the Kent Fire and Rescue Service. It also includes ensuring that the kitchen meets the standards set by the local Department of Environmental Health. The records show that items of equipment such as electrical appliances are being inspected regularly to make sure that they remain in good working order. What the care home could do better: The Manager does not have either of the formal qualifications that are recommended by the National Minimum Standards. These qualifications are designed to help managers run residential services so that people are supported in ways that are right for them. Support workers are not receiving all of the training that it is intended for them. This might result in them not having the opportunity to develop and refine some of the skills and knowledge they need. We arrived on an unannounced basis at the Service at about nine oclock in the morning. Our inspection took about two hours to complete. It was a focused look at key areas of how well things are going. We took into account information provided by the Registered Provider in its self assessment. This is called the Annual Quality Assurance Assessment (the Assessment). We received it on time and it is adequately detailed. Further, we considered any information that we have received about the Service since our last Annual Service Review. We did this on 11 May 2009. This was an office based activity when we examined all of the evidence we had at that point about how things were going in the Service. During our current inspection visit, we spoke with three support workers. Also, we spoke with two of the people who live in the Service and we spent time in the company of a third person. We looked at a selection of key records and documents. These included things like the individual written plans of support, medication records, staff rosters and various health and safety certificates. After our visit we telephoned the Manager to clarify a number of points. He sent us some additional written information by email. This includes details of training records. It also includes an analysis of the accidents and other untoward events that have happened in the Service since our last Annual Service Review.
