Conditions of registration: None Date of last inspection New Service Brief Description of the Service: Sunrise Senior Living of Chorleywood, the Assisted Living Unit provides, accommodation, support and care for 70 older people. It is owned and managed Sunrise Operations Chorleywood Ltd. The home is situated in a semirural location, but close to a junction of the M25 motorway, near Chorleywood. Shops and amenities are a short distance away in the main town centre. It is a purpose built, three storey building registered in April 2007. The ground and the first floor are for Assisted Living and the top floor unit accommodates older people with Dementia. A passenger lift provides access to all floors. All rooms provide on suite facilities. There is ample car parking spaces at the front and with a garden between the car park and the care home. There is a large secure roof terrace with garden furniture and views over the surrounding countryside. A copy of The ‘Statement of Purpose’, ‘Service User’s Guide’ and the ‘Complaints procedure’ are available for current and future residents. This is an overview of what the inspector found during the inspection. This was the first key and unannounced inspection since the home was registered in April 2007. This inspection was undertaken by one inspector and it took one day. The process of the inspection included examining information received prior to visiting the care home, checking the contents of the Annual Quality Assurance Assessment (AQAA) and observing it in practice, looking at policies and procedures, documents, care plans, staff files, records, speaking to residents, visitors and staff as well as utilising information received from survey questionnaires. Feedback from residents and visitors was positive and they said that they were happy with the service provision. What the service does well:
Adequate information about the home is available for current and prospective residents including a ‘Resident Handbook and Information Guide’. The ‘Statement of Purpose’ and ‘Service User Guide’ provide additional information about the home. Each individual has an assessment of needs carried out prior to an offer of placement being made. Each resident has a care plan which is reviewed regularly with the involvement of the resident and their family where agreed. Autonomy and choice were being promoted. Day care activities were planned and provided. Mealtimes were made special and tables were set attractively with the necessary cutlery and aids to help individuals during their meal. Birthdays and celebration are made special for individual residents. The home has a complaints procedure that is up to date, very clearly written, and is easy to understand. This is a newly purpose built home which is attractively decorated and exceptionally kept clean offering residents a pleasant environment to live. There was an enthusiastic, dedicated and caring staff team. Care staff were being provided with appropriate training as required by legislations. The home has sound policies and procedures, which the manager and other senior staff effectively reviews and updates, in line with current thinking and practice. There is an ethos of being open and transparent in the running of the

Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 1,2 and 3 (Standard 6 does not apply) Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. A ‘Statement of Purpose’ and ‘Service User Guide’ were in place. Each individual has an assessment of needs carried out prior to an offer of placement being made. EVIDENCE: Adequate information was available for prospective resident in the form of a ‘moving in’ pack including resident handbook and information guide. Care plans examined included an assessment of needs for each person and reports from other professionals. Each individual had their plan of care and daily living programme based on the assessment of needs. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7,8,9 and 10 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. Each resident has a care plan which is reviewed regularly with the involvement of the resident and their family where agreed. Residents have individual health care plans that give a comprehensive overview of their general health and acts as an indicator to changing health needs. The home works to an efficient medication policy supported by procedures and practice guidance. EVIDENCE: Care plans examined were detailed and included all the relevant information required by this Standard. Resident spoken to confirmed that they were well cared for and their individual needs were being met. The majority of the residents said that they are able to look after themselves and seek help as and when required. They were complementary of the care, support, accommodation, food and the staff.

A number of residents self medicated and there were appropriate policies and procedures for safe practice. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12 to 15 Quality in this outcome area is good, This judgement has been made using available evidence including a visit to this service. The home has developed a system for displaying information and bringing attention to community events and activities. Autonomy and choice were being promoted. Day care activities were planned and provided. Residents are encouraged to take responsibility for their own financial affairs and to use their money as they wish. Mealtimes were made special and tables were set attractively with the necessary cutlery and aids to help individuals during their meal. Birthdays and celebration are made special for individual residents. EVIDENCE: A monthly activity programme was displayed at various parts of the care home. On the day of the inspection, various activities were taking place and residents were observed to be actively participating. Others were listening to music, reading newspapers, chatting and watching T.V. Residents said that they were made aware of daily activities taking place and they were able to choose from a variety of activities provided for them.

This judgement has been made using available evidence including a visit to this service. The home has a complaints procedure that is up to date, very clearly written, and is easy to understand. Staff have attended training in the protection of vulnerable adults. Residents were aware that they could have the support of an independent advocate. EVIDENCE: A copy of the complaints procedure was available to people living at the care home. Those spoken to said that they were aware of the complaints procedure. Staff confirmed that they have received training on Safeguarding of Vulnerable Adults. Three complaints were received and these were resolved satisfactorily. Service users live in safe, comfortable bedrooms with their own possessions around them. Service users live in safe, comfortable surroundings. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 19 – 26 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. This is a newly purpose built home which is attractively decorated and exceptionally kept clean offering residents a pleasant environment to live. EVIDENCE: Bedrooms were personalised offering a homely, lived in feel. The rooms are very well planned and have on-suite facilities and are above the average size. The fixtures and fittings are of a high quality, well maintained and adapted to meet the wishes of the present resident. There is a selection of communal areas and comfortable chairs placed at various points along the main corridors of each floor that give residents a choice of place to sit quietly, meet with family and friends or be actively engaged with other residents. Call bells were left within reach of residents and these were responded to promptly.

These were kept clean and generally well maintained. Resident said that they were happy with their bedrooms and other facilities. The home has adequate number of domestic staff and records showed that staff have been provided with training in hygiene and infection control. However, it was noted that the laundry room did not have a hand washbasin so that residents and staff can wash their hands to prevent the spread of infection. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 27-30 Quality in this outcome area good. This judgement has been made using available evidence including a visit to this service. The skills and experience of staff were varied. There was an enthusiastic, dedicated and caring staff team who took great pride in the service provision. Staff recruited confirm that the service was clear about what was involved at all stages and was robust in the following of its procedure. However, formal supervision should be provided so that care staff are supported in maintaining a high standard of care and safe practices. EVIDENCE: There was adequate number of staff rostered on duty per shift during the day. Staff were provided with relevant training as appropriate. At present there were 19 care staff of who 6 have completed the NVQ Level 2 or above. Residents were complimentary about their rooms, staff and food. They said that ‘ staff are kind caring and they look after us well’. Staff files inspected had all the relevant documents required by this Standard. Staff spoken to confirmed that they have received appropriate training, this included statutory training. They have been given a copy of the General Social Care Council Code of Conduct.

Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 31 – 38 Quality in this outcome area is good. This judgement has been made using available evidence including a visit to this service. The home has sound policies and procedures, which the manager and other senior staff effectively reviews and updates, in line with current thinking and practice. There is an ethos of being open and transparent in the running of the home. Residents, their relatives, visitors and staff were encouraged to air their views. Financial management procedures were in place. There was an enthusiastic, dedicated and caring staff team. EVIDENCE: The manager has the required qualification (due to complete her RMA at the end of 2007) and experience and is competent to run the home. She said that

There is a strong ethos of being open and transparent in the management of the home. All statutory records were available for inspection and maintained in accordance with legislation. Staff spoken to were aware that service users can access their records and information held about them in accordance with the Data Protection Act 1998. There were policies and procedures in place to ensure that the health, safety and welfare of service users were promoted and protected. These records were accessible to all staff. All accidents and injuries are recorded in the accident book and RIDDOR forms have been completed where applicable. CSCI has been kept informed of all accidents and incidents required by legislations.
