Conditions of registration: There are no conditions of registration. Date of last inspection 28th June 2005 Brief Description of the Service: Allenbrook Nursing Home is situated close to the Halesowen and Quinton border and is a few minutes walk from local shops, churches and amenities. The home is accessible by public transport and offers a small parking area at the front of the property for visitors. Service user accommodation is on two floors, which is serviced by a passenger lift. Bedrooms offer 4 shared, (all ensuite) and 28 single occupancy rooms, (27 of which are en-suite). There is a large long/ dining romm with a pleasnt conservatiorty off one end of the lounge. Meal times are flexible and service users may choose to eat in their respective rooms or in the communal dining area. An open visiting policy is in operation and relatives and friends may call at any reasonable time. A range of activities are on offer and a regular church service is held at the home. Visiting healthcare professionals are utilised including dentist, optician, chiropody and an occupational therapist. A hairdresser visits fortnightly and complimentary medicine may be arranged on request. Allenbrook Nursing Home aims to provide its service users with a secure, relaxed, and homely environment in which their care, well being, and comfort is of prime importance. This is an overview of what the inspector found during the inspection. This was an unannounced inspection undertaken by one Inspector. The inspection was undertaken between 09.30 and 15.00hrs. The inspection included a review of records, talking to service users and staff. Allenbrook Nursing Home is privately owned. Mrs Jayne Franklin is the Manager. Sixteen of the previous twenty-two requirements were found to have been fully addressed, no new requirement were made as a result of this inspection. The intended outcomes for Standards 1 – 6 are: 1. 2. 3. 4. 5. 6. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 1,3 Prospective service users have comprehensive information and a full assessment of their needs which give them assurance that the home is able to meet their needs. EVIDENCE: The home has a statement of purpose and service user guide that provides comprehensive information about Allenbrook. Prospective service users have a detailed assessment of their needs by either the Manager or a senior nurse before they had been admitted to Allenbrook Nursing Home. Staff try to ensure that the prospective resident and or their representative is included in the assessment of their needs prior but a record of this is not available. The Home Manager writes to the prospective resident confirming that the home is able to meet their needs should they wish to come and live at Allenbrook Nursing Home. The intended outcomes for Standards 7 – 11 are: 7. 8. 9. 10. 11. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7,9 Service users have detailed plans of care giving assurance that there needs are identified and met. Procedures in relation to medicines are generally satisfactory and safeguard service users. EVIDENCE: All service users have a detailed care plan and required care risk assessments. Care plans and risk assessments are reviewed at least monthly. The service user or their representative is involved in the review and evaluation of their plan of care and this is recorded. Service users are all weighed monthly with appropriate actions should their weight and health give reason for concern. The home has appropriate policies and procedures for the safe handling and administration of medicines. Requirements made at the last inspection are being addressed although staff do always record the administration of creams and lotions. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 14,15 Service users are helped to exercise choice and control over their lives. Food served is nutritious and well balanced and offers a healthy and varied diet for service users. EVIDENCE: Service users are able to chose when they go to bed, get up and where they have their meals. The Manager has undertaken a survey of service users leisure and social interests and has asked families assistance in identifying service users “life history” to ensure that activities in the home meet service users needs and choices. The home has a four weekly menu which offers choice tasty and nutritious food. The head cook has also produced a pictoral menu. The lunchtime menu identified one choice although staff said that they are aware of service users likes and dislikes and an alternative choice is always available with additional choices being lamb and pork chops, meat pie, omelettes and a variety of salads. Staff are advised to ensure that the additional choice menu is also made available to the service users. The Head Chef has developed the tea time menu with at least three choices available, with at least one hot option available. The home cooks pride themselves on producing home made meals, cakes and pies which the service users enjoy. Service users also enjoy special

The home offers three main meals with hot and cold drinks and snacks available throughout the day and whenever service users require drinks and snacks. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 26 The home is clean, pleasant and hygienic. EVIDENCE: The home is clean, homely and free from any offensive odour. The home has satisfactory infection control procedures to safeguard the service users. Staff training in infection control is ongoing. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 27,28,29,30 The home has sufficient and appropriately skilled staff to meet residents’ needs. Recruitment and selection procedures are robust and safeguard residents. EVIDENCE: Staffing levels meet service users needs and is as follows: 07.30-14.00 2 trained nurses and 7 care staff ( Monday to Friday) and usually 1 trained nurse and 8 care staff on duty at the weekend). 14.00-20.00 1 trained nurse and 6 care staff 20.00-08.00 1 trained nurse and 3 care staff Additional domestic, catering and laundry staff are also available. The home has nineteen of the twenty-eight-seven care staff with National Vocational Qualification (NVQ) level two ( 68 of care staff with an NVQ qualification). A further five care staff are scheduled to complete their NVQ in the July 2006 at which time all care staff will have an NVQ qualification which is an excellent achievement . Recruitment and selection procedures are robust and protect service users. Staff do receive induction training and when completed are enrolled to undertake National Vocational training. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 31,35 Service users live in a home that is well managed by an experienced Manager. Service users financial interests are safeguarded. EVIDENCE: Mrs Jayne Franklin who was previously the Deputy Manager has over as Home Manager with the forthcoming retirement of Mrs Caffrey the previous Manager. Mrs Franklin is a registered nurse experienced in caring for the elderly. Mrs Franklin’s application to be the Registered Manager has been received by the Commission for Social Care Inspection. Mrs Franklin is a highly experienced nurse and Manager and has already made a big impact in the management of the home. The majority of service users money is managed by their families, although service users can manage their own finances if they wish to. Secure facilities are available for the safe keeping of service users personal money and valuables. Written records are available for all transactions which detail the

Yes STATUTORY REQUIREMENTS This section sets out the actions, which must be taken so that the registered person/s meets the Care Standards Act 2000, Care Homes Regulations 2001 and the National Minimum Standards. The Registered Provider(s) must comply with the given timescales. No. 1 Standard OP2 Regulation 5(1)(b) Requirement To ensure that the statement of the terms and conditions includes all the elements of standard 2. Partly met- New terms and conditions are available but still need to include the service users room number. The home must ensure that service users and/or their representatives are involved in the pre-admission assessment and that this is recorded. Partially met. The home must ensure that:Staff sign for all medication on receipt to the home- this was met. There are no gaps on the medication administration record- this was not met as creams and lotions are not signed for. Minimum and maximum fridge temperatures are recorded.- this was met.

The medication policy references retaining a deceased service users medication for seven days, in case of a coroners inquestNot assessed. This requirement was partially met and should have been addressed by the 31/10/04. To remove all door wedges 31/03/06 Consult with the local fire officer regarding magnetic door closures that are linked to the fire alarm system. A recorded assessment of the 30/04/06 entire home by a suitably qualified person with specialist knowledge of the client groups catered for is undertaken. To provide up to date training for 30/04/06 all staff commensurate with their duties, and to include the following areas:Food Hygiene, Fire safety, Health and Safety, First Aid, To ensure that induction (within 6 weeks of commencement) and foundation training (within 6 months of commencement) is delivered, and is in accordance with guidance issued by the Training Organisation Personal Social Services (TOPSS).
