Conditions of registration: Date of last inspection NA Brief Description of the Service: The Beaches is registered to provide accommodation for a maximum of 4 adults with a learning disability. The Registered Providers; Mr and Mrs Campbell are in day-to-day control of the Home. They are supported by 4 members of staff.The property is situated in a residential area of St Marys Bay. Accommodation comprises: 4 single bedrooms, one with a quiet room and two bathrooms on the first floor. The Service users have use of the lounge, dining room, kitchen WC on the ground floor. The garden is accessible to the resident service users.The Home provides transport for the service users to access social, educational and recreational venues. This is an overview of what the inspector found during the inspection. The inspection was unannounced and commenced at 09:50 hrs. The registered providers were on holiday and therefore not available. The inspector spoke with the member of staff on duty and to the one service user in situ. Staff /service user interactions were observed; a range of records viewed and an accompanied tour of the premises was made. What the service does well: What has improved since the last inspection? The intended outcomes for Standards 1 – 5 are: 1. 2. 3. 4. 5. Prospective service users have the information they need to make an informed choice about where to live. Prospective users’ individual aspirations and needs are assessed. Prospective service users’ know that the home that they will choose will meet their needs and aspirations. Prospective service users have an opportunity to visit and to “test drive” the home. Each service user has an individual written contract or statement of terms and conditions with the home. The Commission consider Standard 2 the key standard to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2,3,4. There is a system in place for undertaking preadmission assessments and information gathering which includes a consideration of the mutual benefit of the placement and compatibility of the service users. EVIDENCE: There have been no recent admissions to the home. Mr Mrs Campbell previously indicated that, in the event of a referral, they would endeavour to meet with prospective service users, prior to admission, in their current accommodation or other familiar environment. Records made available at this inspection indicated that pre-placement assessments for the current service user were undertaken and written documentation obtained from the previous placement. Mrs Campbell previously reported that the service would not be offered to any prospective service user unless their needs had been fully assessed and a decision made as to the mutual suitability of the placement. Compatibility with the existing group would also need to be assessed prior to placement. The member of staff on duty is currently undertaking NVQ 2 training and has completed a number of statutory and service specific courses. It was confirmed that the most recent referral was given opportunity to visit, meet and spend time with the existing service user and staff and stay overnight before any decisions on the placement are made. Service users make decisions about their lives with assistance as needed. Service users are consulted on, and participate, in all aspects of life in the home. Service users are supported to take risks as part of an independent lifestyle. Service users know that information about them is handled appropriately, and that their confidences are kept The Commission considers Standards 6, 7 and 9 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 6,7,8,9. Care plans are in place but would benefit from more detailed guidelines relating to support needs. Risk assessments need to be closely allied to personal goals. Staff indicated a good understanding of Service users rights to make decisions and be consulted on matters affecting them. These are acknowledged and respected. EVIDENCE: It was reported that the service user is encouraged to make decisions on a day-to-day basis regarding her general routine lifestyle. A Care Plan, derived from initial and on-going assessments has been drawn up by Care Management, the home and, where possible, Service User and family. Risk is regarded by the management as part of living within the home and staff on duty expressed a clear understanding of a residents’ right to take responsible risks. Written risk assessments have been undertaken where potential hazards are identified. These need to be closely cross-referenced with the individual goals identified in the care plan. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 12,14,15,17. Staff have a good understanding of service user support needs and respond accordingly. Opportunities for social and leisure activities are limited by low staff and service user numbers. Records show a balanced and varied diet is offered. EVIDENCE: The Service Users is encouraged to develop her living skills according to ability and needs. She is encouraged to participate in daily tasks and is involved in helping with the weekly food purchases at the local supermarket. The service user attends external venues for a limited number of social activities. The Home helps her attendance at a Day Centre by providing transport and escort to and from. Visitors are encouraged and welcomed without restriction. They may be received in the communal areas or service user’s room if more privacy is required. Staff were observed interacting with the service user in a dignified and non patronising manner and included her in conversations where appropriate. Menus are planned with the service user who may also be also involved in the food shopping. Individual likes, dislikes and preferences are well known to the staff and catered for accordingly. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. JUDGEMENT – we looked at outcomes for standard(s) 23 Staff have received training in the awareness and understanding of adult protection issues in order to protect service users from risk of harm or abuse. EVIDENCE: Mrs Campbell previously reported that she endeavours to maintain a smallscale ‘family’ environment in which service users feel able to freely express any concerns or discontent. A complaints policy and procedure is now available in the home’s policy folder. The member of staff on duty reported that she and other staff recently attended Adult protection training. Shared spaces complement and supplement service users’ individual rooms. Service users have the specialist equipment they require to maximise their independence. The home is clean and hygienic. The Commission considers Standards 24, and 30 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 24,25,26,27,28,29,30 The environment and furnishings are maintained to a very good standard and provide a comfortable and homely place in which to live and work. EVIDENCE: At the time of inspection the Home appeared to be clean, tidy and well maintained. The service users’ private rooms appeared to be adequately and comfortably furnished. The service users have been encouraged to personalise their rooms according to individual choice and preference. There is a large communal lounge in which to sit and socialise, additionally the dining room is available. All service users are accommodated in single rooms of sufficient dimensions or with compensatory additional and day space available The toilet and bathroom facilities are sufficient for current service user needs. The ground floor wc seat is in need of repair. At the time of inspection it was reported that there were no further requirements for specialist equipment or adaptations for service users other than a hand rail and WC frame fitted on the advice of the physiotherapist. All areas seen appeared to be clean, tidy and free from undue odours. It was reported that the domestic laundry equipment is adequate for the purpose. COSHH products are securely stored and data sheets obtained. Protective clothing and equipment is supplied.
