The home is owned by The Beeches (East Harling) Limited and is located in the village of East Harling and close to local amenities such as shops and pubs. 0 2 0 6 2 0 0 9 Care Homes for Older People Page 2 of 11 Brief description of the care home The home consists of a two-storey, converted house that is set in its own grounds. There are four shared rooms, the remainder being single rooms. All rooms have ensuite toilets, washbasins and showers or baths. The majority of rooms are on the ground floor. There are enclosed courtyards and a private garden to the rear and side of the Home. The fees are currently between £425 - £500 per week. This Random Inspection was carried out by two Inspectors on 15th September 2009 between 9.40am and 1.10pm. During this unannounced visit we spoke to the temporary manager and to one of the senior carers as well as to residents. We observed staff supporting residents and looked at records. We were also shown around some parts of the accommodation. The proprietor was present for the feedback that we gave at the end of the visit. The Home was inspected in June 2009 and was given a POOR quality rating at that time. A Random inspection was carried out in July 2009 to check on compliance with some of the requirements that were made at the Inspection in June. In August 2009 the Manager and both deputy managers (known as Care Managers) left the Home. In September 2009 a crisis manager was appointed on a temporary basis. On the day of our visit there were 42 residents living at the Home and one was in hospital. Norfolk County Council are currently not placing residents at the Home and the provider has given a voluntary undertaking not to admit new residents until improvements have been made. What the care home does well:
Some improvements have been made to the accommodation. A new chair lift has been fitted to the staircase which replaces the old chair lift which was considered obsolete by the manufacturers. Two of the raised covers in the corridors have been lowered so that they are now level with the carpet. The second communal bathroom has been retiled and has new flooring. The proprietor said that the new bath is due to arrive at the end of this month. The toilet by the dining room was being retiled on the day of our visit. Call bell leads have been replaced in the toilet areas in which they were previously missing. The fence around part of the garden has been raised and the proprietor said that the new gate is due to arrive later this month. The new gate will be a lot taller than the gate which is currently in place. The proprietor has taken action to ensure that there is management support within the Home since the departure of the Manager and both deputy managers. Mrs Williams and one of the other Directors, has spent increased time in the Home and she has appointed a crisis manager on a temporary basis. One of the senior carers is taking on more responsibilities. Training has been provided to the senior carer and to the proprietor about the procedures for ordering medication to ensure that this is carried out effectively. We looked at six of the care plans and could see that in some instances improvements have been made. The care plans relating to residents pressure care are consistent with the District Nurses care plan and charts record care provided with regard to turning and the intake of fluid and food. The senior carer described the care provided to these residents and this was consistent with the care plans.
Care Homes for Older People Page 4 of 11 Additional kitchen staff have been recruited to ensure that the care staff do not have to carry out kitchen tasks during the afternoons. There is now a kitchen assistant on duty until 6pm who is responsible for preparing tea and for clearing up afterwards. There is now an additional member of care staff on duty during the day so that there are six staff on duty between 8am to 9pm. The manager said that this always includes a senior member of staff. Some training has been provided to the staff team since the last Key Inspection. This is with regard to moving and handling, first aid, challenging behaviour and safeguarding.
