This inspection was carried out on 28th February 2006.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Good. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

There is an ongoing willingness and commitment to improving the provision of the service to meet the National Minimum Standards (NMS), and beyond, which is demonstrated by the providers and the staff working at the home. In particular there is a significant progress in the service`s development of skills and awareness in relation to Dementia, with plans for staff to progress their training in this field.

What has improved since the last inspection?

The ongoing refurbishment of the premises were not part of the standards considered at this inspection, but during a tour of the home the manger pointed out new works and updates to the programme. The premises are kept in good order and the recent works have provided a brighter environment

What the care home could do better:

Generally the home does not have significant issues in any one area, but as with all person centred services should continue to demonstrate a development of the competencies of the service and staff working in it to meet the needs of services living there.

The home provides care and accommodation for 30 older people. A good sized garden surrounds the home, with additional seating and patio areas. Parking can be found to the front of the property. Mrs Caroline Tidey, who has been in post since March 2002, manages the home. The home is owned by Florence Care Homes Limited, the Directors being Mr and Mrs Malhotra. This unannounced inspection was carried out on 28th February 2006, and the Registered Manager Caroline Tidey was available throughout the inspection visit. The inspection conducted in October 2005 had considered the majority of the key standards and therefore this visit concentrated on those standards not previously covered. The inspector sampled staff files, policy and procedure documents, records relating to service users’ monies and conducted discussions with the manager in relation to the progress of the home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 & 18. The home’s complaints policy and procedure is appropriate. The stated policy and procedures in relation to abuse were appropriate. EVIDENCE: The policy in relation to complaints had not been changed since previous inspections, and the process detailed supported the expectations of the NMS. The home maintains a log, although there were not any entries since the previous inspection. The inspector and manager discussed the opportunities taken to remind staff of the complaints procedures and the home’s good practice ethos in this area. The home’s policy in respect of abuse was due for review in August 2006 and was therefore unchanged since previous inspections. 13 staff had undertaken training in this area with the rest of the staff group booked for May 2006. The recruitment procedures were sufficiently robust to protect service users from abuse. EVIDENCE: The files of three staff sampled during the course of the inspection, demonstrated the home’s compliance to their own policies in respect of recruitment and the protection of vulnerable adults. This meets the expectations of the NMS and Care Standards Regulations 2000. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for the following standard(s): 33, 35 & 36. The home operates a quality assurance programme. The service users’ monies are appropriately managed. The staff have sufficient levels of induction and supervision. EVIDENCE: The home has operated a quality assurance system which is audited and a report produced to detail the action plan. The inspector sampled the records of service users monies’ managed by the home. This did not include management of service users’ pensions but related to personal allowances used to make small purchases. The records were appropriately detailed. She stated this had been a useful course, and she had commenced implementing the new standards for induction produced by the organisation.
