Situated on the eastern edge of the Shropshire town of Wellington, with local amenities available a short walk away the home is set in its own grounds, with a car park to the front. The building comprises a large converted town house with a purpose built extension added in recent years. Page 2 of 8 Brief description of the care home facility. The home has a selection of sitting and dining areas; some areas within the home have benefited from redecoration and refurbishment. Other areas still require attention. Information of the home and the provision of the service are available in a service user guide and statement of purpose and are available on request at the home. The service user guide specifies the weekly fees for the service, from £400:00 to £ 650:00 per week, and what is and what is not included in the fee. The last key inspection for this service was on 8th July 2008. This unannounced inspection was carried out to check compliance with the statutory requirements made following the unannounced key inspection. We selected care plans and staff personnel files to look at. A tour of the premises was conducted and we had discussions with people living, working and visiting the home. Ms Lyn Honey the acting manager was in charge of the home supported by one registered nurse , six care staff, domestic and catering staff. All people living at the home have a care plan based on an assessment of need. Four case files were selected for inspection and generally contained the information required to ensure staff have the specific details for successfully meeting a persons needs. However, in the selection viewed there appeared to be omissions of information and some discrepancies and inconsistencies when discussing care needs with individuals and observing staff working practice. The acting manager discussed the ongoing work to review, amend and update the care plans of everyone living at the home. The acting manager was unable to determine a completion date. During the tour of the premises we found that some improvements have been made to the environment, some areas benefiting from redecoration and replacement of some fabric and furnishings. We looked at ten personnel files and found a number of omissions of information to ensure that people are supported and protected by a robust recruitment policy and practice. Files indicated that people had been working at the home for a considerable period of time without references, criminal record bureau disclosures or protection of vulnerable adults first check being obtained. The duty rota and time sheets evidenced that the people without essential checks are working at the home. The acting manager discussed the training opportunities for staff and is currently completing and updating a training matrix. Staff discussed the training they have received this year. One person discussed the induction programme which consisted of one day working with another staff member. The acting manager has plans to introduce an in depth induction programme but again was unable to determine a timescale for this. The requirement for the service to have a sufficiently robust recruitment procedure has been outstanding since July 2008. At this inspection it was still outstanding, this resulted in the serving of a Code B notice, which is used whenever we are involved in an investigation, which may result in a criminal prosecution-in this instance The Priory care home had breached Regulation 19, (Fitness of workers), of the Care Homes Regulations 2001, which is an offence under the Care Standards Act 2000. Action will now be considered to ensure compliance in this area and to ensure that people suitable to work with vulnerable adults, care for people living at the home. What the care home does well:
