Conditions of registration: 1. 2. That the home be registered to provide residential care for 2 adults who have learning difficulties and who may also have sensory impairment. The condition that all persons who are admitted to the home must have learning disabilities as their primary assessed need. 1st September 2005 Date of last inspection Brief Description of the Service: The Vine residential home was registered on the 14th October 2003. It is owned by P & P Community Services Ltd. The house is located in the outer skirts of Luton. The home is a detached house. The first floor has a sitting room, a kitchen combined with dining area. The home did not have a laundry room but the washing machine was located in the kitchen. The upstairs floor contained a bathroom and toilet, two bedrooms and a small office. This is an overview of what the inspector found during the inspection. This unannounced inspection took place over one hour. The inspection comprised of a tour of the communal areas, talking to staff, and to the two service users living at the home. Service users are able to take part in age, peer and culturally appropriate activities. Service users are part of the local community. Service users engage in appropriate leisure activities. Service users have appropriate personal, family and sexual relationships. Service users’ rights are respected and responsibilities recognised in their daily lives. Service users are offered a healthy diet and enjoy their meals and mealtimes. The Commission considers Standards 12, 13, 15, 16 and 17 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 11,12,13,14,15,16,17. Service users have opportunities for personal development by staff finding out what each person likes, and ensuring that they take part in appropriate activities. EVIDENCE: The service users attended college three times a week and enjoyed this. One service user also attended a gardening project once a week. The days that the service user did not attend any day care, they went out with staff in the community. On the day of the inspection it was one of the service users’ birthday. The service user stated that he was having a party on Saturday and he was excited because his family and friend were coming to the home. The service user opened his cards and was very pleased with them. It was stated that he was going to open his presents on Saturday. The service users choose the food for the party. The service users enjoyed helping out with cooking meals. The staff on duty was observed reading the menu for the evening meal with one of the service users. The service user with support from staff got the ingredients ready to

The service user informed the inspector that the home had a new microwave and a cooker and he was excited to try them out. Observation showed that the service users were very happy at the home and comments such as “I like living here”, “staff very helpful and like them”, “they take me out” and “help me clean and have a party” were received. They stated that if they were not happy or if they wanted to do something, they would tell the staff. This was seen on the day of the inspection. The staff on duty also confirmed this. One service user showed his room and stated that he had new furniture and he was very happy with this. The service users had joined the leisure centre and enjoyed using the swimming pool and the gym. One service user enjoyed gardening and was looking forward to growing some vegetables in a few weeks time. It was also stated that they enjoyed playing cards, dominoes, and listening to their music. The two service users were observed getting on very well with each other. Staff on duty confirmed this. Service users retain, administer and control their own medication where appropriate, and are protected by the home’s policies and procedures for dealing with medicines. The ageing, illness and death of a service user are handled with respect and as the individual would wish. JUDGEMENT – we looked at outcomes for the following standard(s): 31,32,33,34,35,36. Service users are well supported by competent and experienced staff to ensure that their individual needs are met. EVIDENCE: The staff on duty was observed talking to service users in a positive and encouraging manner. The staff understood the needs of the service users very well. She had lots of experience in looking after young men from bringing up a family of her own. The staff stated that she enjoyed working at the home and with the service users. It was also stated that the home was very “family oriented”. She received regular supervision from the manager. She had her CRB check and references taken before she started work. At present she was doing NVQ level 2 in care and was enjoying this. It was also stated that she had done all the statutory training in safe working practices.
