This inspection was carried out on 20th September 2005.

CSCI has not published a star rating for this report, though using similar criteria we estimate that the report is Good. The way we rate inspection reports is consistent for all houses, though please be aware that this may be different from an official CSCI judgement.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home provides a very high standard of accommodation for people, which is comfortable and homely. Individualised care is provided for residents, and people are very much in control of their own lives. There is a varied choice of menu available at each meal, and drinks and snacks are served in between times. Residents said that they enjoyed the food provided, and were offered plenty to eat and drink.

What has improved since the last inspection?

This is the first inspection of the home since the registration process was completed.

What the care home could do better:

The home should continue to offer and develop the accommodation and services it is currently providing.

The home is registered for a maximum of 6 service users to include: up to 6 service users in the category of OP (Older People not falling within any other category) Date of last inspection n/a Brief Description of the Service: Twin Oaks is a domestic style property which has been equipped to provide accommodation and care for up to six older people. The home is furnished and decorated to a good standard, and provides a very comfortable and pleasant environment for the people who live there. The accommodation is on two floors, on the ground floor there is a spacious lounge, dining room, bathroom, toilet and kitchen, and on the first floor there are six bedrooms each with an en-suite shower and toilet. There is a small car park, and gardens with level access and seating. The home is situated in the town of Windermere, close to all of the usual amenities. This is the first inspection of the home since its registration with the Commission for Social Care Inspection. The inspection was unannounced and took place during one morning. As part of the inspection people currently living in the home were spoken to, records relating to the day to day running of the home and the care of the residents were examined and all parts of the home were looked at. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 2,3,5 The admission procedure to the home was thorough, and ensured residents needs would be met. EVIDENCE: Residents have a statement of terms and conditions, and this provides information about the fees payable and the services to be provided. A thorough assessment of need is undertaken before a person moves into the home, so that the proprietor is sure that the persons needs can be met. People are encouraged to visit the home to have a look around before making a decision to move in, or a relative visits on their behalf. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 7,8,9 Resident’s personal and health care needs are attended to in a way that promoted their privacy and dignity. EVIDENCE: Each resident has a care plan which details their care needs and how those needs are to be met. The care plans were informative and up to date with planned review dates. Health care needs are attended to with relevant information recorded in the care plan. District nurses and GP’s visited the home as required, and residents had access to all of the usual primary health care services as they preferred. Residents said that they were well looked after and had all of their needs met. There were suitable policies and procedures in place relating to the storage and administration of medication. The residents currently living in the home managed their own medication, and there are appropriate records and systems for this. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 13,15 Residents maintained links with their relatives and friends as they wished, and are encouraged and assisted to make their own choices about their day to day life. EVIDENCE: Residents told the Inspector that they made their own decisions about the shape of their day, and decided for themselves how to spend their time. Visitors could be received at any reasonable time, and could see people in one of the communal areas or in the privacy of their own room. Residents were served with three full meals each day, with drinks and snacks provided in between these. The weekly menu was balanced and nutritious, with options available to cater for people’s preferences. JUDGEMENT – we looked at outcomes for standard(s) 16 The home has a satisfactory complaints procedure that residents are aware of. EVIDENCE: The home has a suitable complaints procedure and residents are provided with information about how to complain on admission to the home. At the time of the inspection the home had not received any complaints about the care and services provided. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for standard(s) 19,24,26 The furnishings and décor in all areas of the home are of a very good standard and provide attractive, comfortable accommodation for residents. EVIDENCE: The home is newly decorated and furnished and provides a high standard of accommodation for residents. The home is well maintained with no obvious hazards to people’s health and welfare. The bedrooms are spacious and comfortable, all with an en-suite shower and toilet, and a number have impressive views of the countryside. Residents are able to bring their own possessions into the home with them, and this personalises the room, making it more homely. The home was clean and tidy on the day of the inspection. Residents were very pleased with the comfort of their environment and said it was always kept spotlessly clean. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. JUDGEMENT – we looked at outcomes for standard(s) 38 There are satisfactory systems in place to ensure the home operates in a way that protects the health and safety of residents and visitors. EVIDENCE: The fire risk assessment is in the process of being updated, and will be looked at during the next inspection. The tests and checks of the fire safety equipment and procedures were being completed and recorded in the fire log book. Information was available relating to the storage of substances hazardous to health. Risk assessments were completed to safeguard residents when using the stairs.
