This inspection was carried out on 21st November 2005.

The inspector made no statutory requirements on the home as a result of this inspection and there were no outstanding actions from the previous inspection report.

What the care home does well

The home provides an excellent service for people who have dementia. This is a home that specialises in the care of people with dementia and the care provided reflects this through specialist training and activities. The residents of Westport House are well looked after. The care staff work well as a team and show a good understanding of the needs of the people living at the home. Care documentation is well written and comprehensive. The home has a resourceful and committed activities coordinator who ensures that appropriate activities take place and that resources in the community were well used. Residents are stimulated, and their minds are kept active through good care planning and committed, well trained, care staff.

What has improved since the last inspection?

There have been several training events that helped to add to the skills of the care staff. All of the care staff now hold a nationally recognised care qualification. One of the bedrooms was having flooring fitted during the inspection.

What the care home could do better:

This is a good service where all the National Minimum Standards have now been achieved.

A suitably qualified and experienced manager, who is registered with the National Care Standards Commission, must be employed at all times. All further admissions to the home must be of the Dementia (DE) category. The home may continue to accommodate the four service users who are in Older Persons (OP) category. 22nd August 2005 Date of last inspection Brief Description of the Service: Westport House is a care home for 11 elderly people who have dementia. The home is situated in Thornton, near Blackpool. All of the bedrooms within the home have en-suite facilities and there is one shared bedroom. A lift is available to the first floor and the home has a large conservatory at the rear of the house. A decking area has recently been constructed at the back of the house. There is a large convenience store across the road from the home and there are other shops and amenities close by. Bus services run into Cleveleys, Fleetwood and Blackpool from close by. There is parking available at the side of the house. This was an unannounced inspection that took place over three hours. The senior carer gave the inspector a tour of the home. Care staff files and the residents care plans were seen. Prospective service users have the information they need to make an informed choice about where to live. Each service user has a written contract/ statement of terms and conditions with the home. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 3 and 6 Thorough admittance procedures and careful assessment ensures that the home can meet people’s needs. Written information provided to prospective residents is good enabling an informed decision about admission to the home to be made. EVIDENCE: No one had come to live at the home since the last inspection. Everyone who lived there had lots of detailed information written about them as they were admitted. This meant that the care staff within the home had plenty of information to help them to care for the residents. The home did not provide intermediate care. All of the residents had moved into the home permanently. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. Service users find the lifestyle experienced in the home matches their expectations and preferences, and satisfies their social, cultural, religious and recreational interests and needs. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 12 and 15 Residents enjoy planned and stimulating activities. EVIDENCE: Activities were again found to be excellent. There was a list of the weeks’ activities on the notice board in the hallway of the home and this changed on a weekly basis to ensure that there was plenty of variation. Activities included baking, ribbon exercise, massage and card games. The meal was being prepared for lunch and this looked wholesome and appetising. Fresh vegetables were being used. The menu changed regularly and there was always a choice available. Service users and their relatives and friends are confident that their complaints will be listened to, taken seriously and acted upon. Service users’ legal rights are protected. Service users are protected from abuse. The Commission considers Standards 16 and 18 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 and 18. The residents are protected from harm by well- trained care staff. Arrangements for complaints are handled well and taken seriously ensuring people feel listened to. EVIDENCE: There had been further training for the care staff regarding abuse awareness. This helped to make sure that the residents were safe and not put at risk. The complaints procedure was available in the Service User Guide and Statement of Purpose and the procedure was available to residents and visitors in the main part of the home. The carers on duty were aware of the procedure regarding helping residents and their relatives to complain if they wished to do so. The home is clean, pleasant and hygienic. The Commission considers Standards 19 and 26 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 19, 21, 22 and 26. Residents live in a clean, well-maintained home. Residents’ bedrooms are attractive and homely. EVIDENCE: The home was very clean and there were no unpleasant smells. One resident was having her carpet replaced in her bedroom during the inspection. All of the bedrooms had en-suite facilities and there was a bathroom available on the first floor that was bright and well appointed. It was clear that the residents had the specialist equipment that they needed to make their stay within the home more comfortable. There was a hoist available for one lady who found it difficult to get around. This meant that she could be helped by the care staff to get around safely. JUDGEMENT – we looked at outcomes for the following standard(s): 27, 28, 29 and 30 Well- trained care staff helped to make the home a better place to live. Residents are protected by good recruitment practices. EVIDENCE: All of the care staff had a nationally recognised care qualification. There had been several training events since the last inspection to help ensure that skills were being improved and updated.
