What the care home does well

Feedback from residents was consistently positive about the overall quality of care offered by the home. Staff are given a thorough induction, and plans were seen to introduce a new induction procedure ahead of the required timescales, showing a commitment to responding to developments within the care service as a whole. Care plans were seen to be detailed, and demonstrably involved the resident concerned.

What has improved since the last inspection?

Care plans have been expanded to include the sling size in respect of residents who require the use of a hoist for transfers. Staff who administer medicines have received appropriatetraining.

The Home was first registered in 1984 for 15 service users. A conversion and extension provided a further 10 places. A further extension into the adjacent property, completed in 2004, enabled provision of a further 12 beds. The home is now registered under the provisions of the Care Standards Act 2000 to accommodate a maximum of 37 older persons.The home is located in the coastal town of Felixstowe and is within walking distance to the town centre. The local amenities include the post office, shops, community centre, doctors surgery, churches, theatre and leisure centre. The home is also close to the main bus routes that serve the town centre.The southern aspect of the home faces the promenade, gardens, lawns and sea views. All bedrooms are single accommodation. En suite toilet facilities are found in thirty-six of the rooms. There are three lounges, one is large and the daily social activities take place there. The smaller quiet lounges are used for quiet reflection and / or to receive guests. Access to the home is by a main side entrance where car parking is available. As committed Christians the proprietors are involved with the church life in Felixstowe. A bible reading takes place in the lounge daily for those who wish to participate and a service is held at the home weekly. This unannounced inspection took place in the morning of 6th March, over a 2hour period. The inspection supports the announced inspection undertaken in June 2005 and, together with that report, provides an assessment of all of the key standards, identified by The Commission for Social Care Inspection as needing to be inspected at least once over a 12 month period. The inspection confirmed that the home continues to work in accordance with its statement of purpose and continues to meet the needs of residents. The registered owners and manager were present during the course of the visit and provided feedback and evidence relating to the assessed standards. The inspector met with 3 residents, all of whom commented positively on their experience of receiving care at the home and of the competence of staff. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 7 Residents, and their representatives can be confident that the service user plans generated by the home identify the actions to be taken by the home in respect of the personal, health and social care of residents. EVIDENCE: The inspector viewed 4 care plans in respect of residents with a range of needs. The care plans had been updated and reviewed since the last inspection, and contained clear information with regard to the use of aids, such as sling sizes, which had been identified as a shortfall at the last inspection. The care plans were signed by residents, indicating their involvement in the care planning process. Further information was present in the form of assessments in relation to falls management, background information on residents, social histories, and information on all aspects of personal and healthcare needs. Residents who spoke to the inspector all stated that they were happy with the care provided by the home, and that all of their needs were being met. Service users maintain contact with family/ friends/ representatives and the local community as they wish. Service users are helped to exercise choice and control over their lives. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 16 Residents, and their representatives can be confident that the home’s complaints procedure ensures that complaints are received promptly, listened to, taken seriously and acted upon if necessary. EVIDENCE: The inspector viewed the written complaints procedure, and confirmed that all the information identified in the National Minimum Standards was contained within the documents. Residents stated to the inspector that they felt sure that they could and would inform any senior member of staff if they were unhappy, and would be listened to. The registered manager confirmed that no complaints had been received by the home since the last inspection, and the records held by The Commission for Social Care Inspection also confirm that no complaints had been received in the same time period by the commission. Service users’ needs are met by the numbers and skill mix of staff. Service users are in safe hands at all times. Service users are supported and protected by the home’s recruitment policy and practices. Staff are trained and competent to do their jobs. The Commission consider all the above are key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 30 Residents and their representatives can be confident that the staff employed at the home are suitably trained, and competent to do their jobs. EVIDENCE: A staff training record, in the form of a spreadsheet, was provided by the home, confirming the training undertaken by all staff over the last 3 years. These records confirmed that the home had responded positively to the requirement made following the last inspection, that all senior staff who administered medication had undertaken relevant training. Other areas covered in the home’s training programme included food hygiene, moving and handling, fire safety awareness, first aid, dispelling the myths of the funeral profession and infection control. The records confirmed that all staff received an in-house induction. Covering riddor, coshh, fire safety and the home’s policies. Staff were referred for formal inductions, provided by the local authority training department within 6 weeks of commencing work at the home. The manager reported that a new induction pack, covering the new common induction standards, had been ordered as was due to be implemented well before the formal start date of September 2006. Residents who spoke to the inspector stated that, in their opinion, the staff they had contact with were sufficiently competent to do their jobs. Service users live in a home which is run and managed by a person who is fit to be in charge, of good character and able to discharge his or her responsibilities fully. Service users benefit from the ethos, leadership and management approach of the home. The home is run in the best interests of service users. Service users are safeguarded by the accounting and financial procedures of the home. Service users’ financial interests are safeguarded. Staff are appropriately supervised. Service users’ rights and best interests are safeguarded by the home’s record keeping, policies and procedures. The health, safety and welfare of service users and staff are promoted and protected. The Commission considers Standards 31, 33, 35 and 38 the key standards to be inspected at least once during a 12 month period. JUDGEMENT – we looked at outcomes for the following standard(s): 36 & 37 Residents, and their representatives can be confident that the staff employed at the home are themselves, suitably supervised. Residents can be confident that the home maintains all the records required by legislation, although more detail in daily recording is recommended. EVIDENCE: The registered manager provided a supervision record, which confirmed that all staff receive supervision in accordance with the timescales identified in the National Minimum Standards. Daily care notes were completed on a daily basis, and in some cases these were found to be somewhat overly simple, for example with numerous entries of “quiet night” or “all needs met”.
