CSCI found this care home to be providing an Poor service.

The inspector found there to be outstanding requirements from the previous inspection report but made no statutory requirements on the home.

What the care home does well

The service provides a flexible atmosphere in which residents living at the home feel comfortable. Due to residents levels of sensory impairment there were limitations in how they could communicate. However through observations made when moving around the home all residents were seen to be comfortable and interacting well with staff and other residents. We saw residents were making use of both lounges which are spacious, comfortable and well decorated. Televisions in both lounges are large with sub titles so that they meet the needs of residents with sensory impairment. We were told there is to be a a Halloween party next week and a film screening for that evening which residents like to watch on a weekly basis.

What the care home could do better:

The development of Induction records should continue, so that they provide evidence the member of staff has contributed to the record, and that the manager provides more evidence of the areas of further development. This is so that the plan is a working document and shows how the member of staff is achieving the tasks identified. The development of the quality assurance system should continue so that it shows the management team are making changes to the service based upon the audited outcomes of the information users of the service have provided.

The accommodation consists of 7 twin bedrooms and 5 rooms for single occupancy. There are 2 lounges on the ground floor and a dining room. A passenger lift operates between the ground and first floor. The home is relatively close to local amenities and facilities with good transport links. In appearance the premises blend in with the neighbourhood. There are spacious gardens to the rear of the property that are well maintained, some of the residents like to help in the gardening activities. The home has a Statement of Purpose and Service User Guide providing information about the care provided, the qualifications and experience of the owners and staff and the Care Homes for Older People Page 2 of 8 services residents can expect if they choose to live at the home. The current fees per week are £367.78 Care Homes for Older People Page 3 of 8 What we found: We visited the home and spoke to the registered manager about this random inspection. We looked at how the home has improved following requirements made during an inspection on 22nd July 2008. The main areas of concern were offensive odours from a first floor room, a heating system which was in poor condition, lack of references for staff working at the home, poor records of staff induction, lack of current service certificates for electric, gas and fire systems, and poor quality monitoring of the service. We found there has been improvement in how offensive odours are managed by installing a neutralizer, and managing residents continence issues more thoroughly. There has been a new central heating boiler and system fitted so that the heating system is working to safe set temperatures and the home was found to be warm and comfortable during the visit. Residents are able to control the temperatures in their rooms so that they meet their personal needs. Residents seen and spoken to were comfortable in the environment. We spoke to the manager about checking staff references. We were told there have been no new staff working in the home since the previous inspection, however we were told they will now ask for three references one of which will be from the most recent employment and they will be verified before the applicant is accepted to work at the home for the protection of residents. We looked at how the home has improved its induction records for staff. We saw there is a new format based upon skills for care, which records the competences of the member of staff. It covers all aspects of care and there is the opportunity to provide additional information as to the competence of the staff member with room for further discussion about personal development. This provides a clear picture of the competences of individual staff members and can be used as a training development tool. Work has commenced on the electrical systems in the home so that it is updated and safe. Work has been completed for appliance testing and a certificate of completion was seen. Work on completion of the hard wire system is due in the next few weeks. We saw a gas service certificate which was completed on 5th September 2008 and in addition the fire and emergency lighting systems are now serviced and up to date for the safety and welfare of people who use the service. The way the home manages its quality assurance systems has been reviewed. We found there are questionnaires given to residents or advocates on a regular basis. Ones seen were completed in August 2008 and were currently being audited. Monthly resident and staff meetings help the management team base their decisions on the development of the service by comments received.
