Annual Service Review Page 2 of 6 access to rail services is approximately two miles away. The home is purpose built with all accommodation in single rooms at ground level. It is registered to accommodate six adults with complex needs and a learning disability. The registered providers are Hastings & Rother PCT Learning Disability Service who manage nine other homes within the Hastings, St Leonards and Rother area. The property is leased to Downland Housing Association who are the landlords and are responsible for maintenance of the home. Fees for the service range from 1331 to 1366 per week for a block contract. The Statement of Purpose and Service User Guide are available on request from the home. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection. Relevant information from other organisations. What has this told us about the service? The home returned the Annual Quality Assurance Assessment (AQAA) when we asked for it. This included detailed information. It identified a number of areas where improvements have been made in the last year and others where further developments are either planned or would benefit service users. Some of the improvements noted included: The Trust took the decision to give notice to the day care provider that was contracted to provide day care for the residents. The home has reviewed the way in which activities are planned and as a result residents now have increased opportunities to attend shows and activities in their local community. The AQAA told us that 100 percent of the staff team have completed NVQ (national vocational qualification) at level two or above. You advised is that from 31/03/2010 your housing association will no longer be the Registered Social Landlord (RSL) and that the PCT have started to look for a new RSL to take over this responsibility. It was reported that work carried out to maintain and improve the decoration of the home included the refurbishment of the small bathroom and that an electronic door with a push button entry has been fitted to improve residents independence. The AQAA told us that residents now have increased opportunities to share their views on the running of the home and that this is achieved via quarterly house meetings. The frequency of staff training on the protection of vulnerable adults has been increased. In June 2009 we were advised that the registered manager would be retiring. We have Annual Service Review Page 4 of 6 since been advised that Jeanette Parish has been appointed to take on this role. Since the last inspection the home notified the Commission whenever there was a significant change to the health of the residents accommodated. As a result of the last inspection two requirements were made. The appointed manager has confirmed by telephone that these requirements have been addressed and has stated that she will write to the Commission to confirm this. It was noted in the AQAA that you received three complaints and you have advised the Commission of the action you have taken to address the issues raised. A range of surveys were sent to the home for them to distribute to residents, staff and visiting professionals. There were no responses received. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 30th September 2010.
