We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. It is about 10 minutes walk from town and close to the sea front. The home provides care and support to five adults with learning disabilities. The home is owned and run by the Care Management Group. Accommodation is over two floors. Stairs access the first floor. All bedrooms are single with wash hand basins. There is a lounge, dining room, kitchen and a staff sleeping / Annual Service Review Page 2 of 7 Number of places (if applicable): Under 65 Over 65 5 0 office room. An easy maintenance garden surrounds the house. Bus stops and Herne Bay railway station are within walking distance. Information about the home, including the latest report from the Care Quality Commission(CQC) and the homes quality monitoring records are available on request. At the last key inspection the weekly fees ranged from £600 - £1400 per week. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? The good rating was made at the last Key Unannounced Inspection on 25th October 2007. We looked at all the information that we have received, or asked for since the last key inspection or annual service review. This included: 1. The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. 2. Surveys returned to us by people using the service and from other people with an interest in the service. 3. Information we have about how the service has managed any complaints. 4. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. 5.The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. 6. Relevant information from other organisations. 7. What other people have told us about the service. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was completed to a reasonable standard. The How we have improved and What we could do better sections could have contained more detailed information about how the home is developing by giving examples. We looked at the information in the AQAA and our judgement is that the agency is still providing an excellent service. The agency continues to meet and sometimes exceeds the National Minimum Standards. The AQAA told us that each service users has a designated keyworker. The keyworkers and service users discuss together future plans, aspirations and achievable goals. Each person has a care plan which is individual to them. They are written in a picture format which makes them easier to understand and use on a daily basis. The service are in the process of developing communication passports so people have more opportunity to make their needs and wishes known. The service user are able to decide what they do and activities include going to college, adult education centres, day centres and hydrotherapy. This means that people are offered choices and supported to do what they want. Families receive quarterly Annual Service Review Page 4 of 7 newsletter to inform families of up and coming events. The AQAA said that each person has an individual Health Action Plan file. These are taken to appointments to record the details and any changes, which are made. This makes sure that peoples changing health needs will be identified and monitored and they will be supported to receive the appropriate care to meet their needs. We sent surveys to the people who use the service and all of the feed back was positive. People told us that they are very happy the service they receive. These are some of the comments we received from people who use the service. Staff help me to be independent and I have choices about what I do. The home is comfortable and relaxed. Staff told us We work well as a staff team and put the service users first. We want to keep up the good work at the home to make sure we maintain our excellent rating. The staff receive the training they need to do their jobs effectively and safely and in the best interests of the people who live at the home. They did not tell us if they had received Mental Capacity Act and Deprivation of Liberties training. The AQAA told us there have been no complaints made to the agency since the last inspection and there have been no safeguarding issues. They told us that they would know what to do if any complaint or safeguarding issue did arise. The service has told us about things that have happened at the home that we need to know about. The home has not had a manager in post since April 2009. We have spoken to the area manager of the service and she told that they are trying to find someone to fill the post, but they want to make sure it is the right person. We have sent a letter to the registered provider to tell us by 19th October 2009 what action the company are taking to get a manager for the service. At the last inspection it was stated that the agency provides excellent outcomes for the people who use it. This review indicates that the agency is performing as well as it was at the last key inspection. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 24th October 2010. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
