It is situated in a quiet residential location, in the village Gorran Haven. There is one resident who has lived as part of the family for many years and there are no plans to accommodate another person. The owners live on site and provide personal care to one resident. 2 Perhaver Park DS0000009076.V359851.R01.S.doc Version 5.2 Page 5 SUMMARY This is an overview of what the inspector found during the inspection. The quality rating for this service is 3 star. This means the person who uses this service experiences excellent quality outcomes. This unannounced inspection took place on 7th March 2008, over a period of approximately 1.5 hours. The service user has lived with Mr & Mrs Scott for approximately 24 years as part of the family unit. The registered providers know the resident very well and have no plans to accommodate another resident. There is some difficulty in writing a meaningful report whilst protecting the anonymity of the resident, and for this reason this report is not as descriptive as might be expected in multi-occupancy homes. No service user moves into the home without having had his/her needs assessed and been assured that these will be met. Service users and their representatives know that the home they enter will meet their needs. Prospective service users and their relatives and friends have an opportunity to visit and assess the quality, facilities and suitability of the home. Service users assessed and referred solely for intermediate care are helped to maximise their independence and return home. The Commission considers Standards 3 and 6 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 3, 6 - Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. This is an established home, and there is an established bond between the registered providers and the resident. EVIDENCE: The registered providers have produced a Statement of Purpose, which is suitable to the home. The resident has lived at Perhaver Park for approximately 16 years, and has known the providers for another seven years prior to this. The resident is actively involved in every aspect of daily life and therefore has all the information necessary in order to make considered judgements. No future admissions are planned for this home. The service user’s health, personal and social care needs are set out in an individual plan of care. Service users’ health care needs are fully met. Service users, where appropriate, are responsible for their own medication, and are protected by the home’s policies and procedures for dealing with medicines. Service users feel they are treated with respect and their right to privacy is upheld. Service users are assured that at the time of their death, staff will treat them and their family with care, sensitivity and respect. The Commission considers Standards 7, 8, 9 and 10 the key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 7, 8, 9, 10 - Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. The service user’s health and social care needs are fully met in a family environment that respects the rights and dignity of the individual members. EVIDENCE: The registered providers and the resident confirm that a high standard of care is offered, both in terms of social activities and medical aspects of care. The registered providers and the resident confirmed appropriate contact with other agencies as necessary (such as the General Practitioner, Nurse, Optician and Dentist). Aids have been provided as necessary to improve the residents’ quality of life. Medication is regularly reviewed and administered appropriately. The resident is completely included in care provision, including medication, and independence in daily living is encouraged wherever possible. Service users receive a wholesome appealing balanced diet in pleasing surroundings at times convenient to them. The Commission considers all of the above key standards to be inspected. JUDGEMENT – we looked at outcomes for the following standard(s): 12, 13, 14, 15 - Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. The resident and registered provider live as a family and the former has a full and equal say in the menu, and the social/recreational activities enjoyed. EVIDENCE: The registered providers and resident live as a family. There are no fixed activities or routines within the home, though regular contact with friends and groups is evident. The resident enjoys a very full and varied social life, fully participating in all aspects of the daily life of the family. Regular holidays and activity breaks are taken as a family, and a number of breaks have already been booked for later this year. The resident is able to enjoy a full and stimulating life style with a variety of options to choose from. The home has seeks the views of the resident and considers their wishes and abilities when planning the routines of daily living and arranging activities. Routines are very flexible and the resident can make choices in major areas of their life. EVIDENCE: The resident is able to communicate wishes, needs and concerns. The resident has good contacts with other agencies and services, and therefore the opportunity to express any concerns. The resident has a clear understanding of how to make a complaint and is aware of what can be expected to happen if a complaint is made. The resident states that they are happy with the service provision, feeling safe and well supported. The resident is registered on the electoral roll. The resident and registered providers live in a well maintained, clean, and very pleasant home, which is suitable for its stated purpose. EVIDENCE: The resident and registered providers live in a very pleasant domestic setting, which affords the resident a very high standard of individualised, spacious accommodation. JUDGEMENT – we looked at outcomes for the following standard(s): 31, 33, 35, 38 - Quality in this outcome area is excellent. This judgement has been made using available evidence including a visit to this service. The best interests of the resident are promoted at all times within a family unit. EVIDENCE: There is no staff, and therefore no manager, employed within the home. The home is a comfortable, modern residential property; the registered providers and resident live together as a family. The registered providers have been providing care to the resident for approximately 24 years. It is the inspector’s opinion that the experience of the registered providers over this time, and the residents’ standard of life, far outweighs any necessity for the National Vocational Qualification Level 4 in Care and Management.
