7 Hyde Road is the home of two service users who have been married for a number of years. Their home is a 2 bedroom bungalow in a residential part of Gillingham, approximately 1 mile from the centre of the town. The service users live independently for the most part, receiving around 40 hours staff support during the week, plus periodic visits to monitor their health and welfare. The bungalow is owned by a local housing association, and the service is operated by SCOPE, a not-for-profit organisation providing services to people who have physical disabilities. Management and staffing of the home is undertaken from Mulberry Court, which is the administrative centre for the group of related services operated by SCOPE in Gillingham. Service users have copies of Commission for Social Care Inspection reports in their home. Fees for the service, as of July 2007 range between GBP25,237 and GBP37,911 per annum. Variable additional charges are payable for holidays, hairdressing, toiletries, activities, trips, magazinespapers and public transport. What the care home does well There were no requirements at the last key in 2007. The two people completed surveys that told us that they are satisfied with the service that they receive. The home is very person centred and the two people who live there direct their care and support. There are excellent person centred care plans in place. They said they are involved in the development and review of their plans. Complaints are managed well and people told us that their views are listen to and any concerns are taken seriously. People told us that their independence is encouraged in all aspects of their lives. The two people told us they are happy with the support provided and that it is flexible and suits them. One of the people works two days a week at the local garden centre. The manager completed the AQAA to a high standard. It included details of how the service consults and involves people who live the home and identified areas for improvement. Staff surveys received told us that staff are well supported, trained and there are enough staff on duty. What the care home could do better: There is not anything that the service could do better. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: We arranged the visit with the two people who live at the home. The property is owned by a housing association and they are tenants. The couple receive a domiciliary care type service which is co-ordinated by the management team at another near by care home, Mulberry Court. One of the people chooses not to have their care records and plans at their home and these are kept at Mulberry Court. We viewed those care records and a sample of staff records at Mulberry Court. The care plan seen was person centred and produced in a format that was accessible to the individual. One of the people at the home told us that they read what the staff record in their records. They also keep separate records of their and their partners blood sugars and do their own monthly analysis. Both people told us that they manage most elements of their medication and staff just check that they have taken it as prescribed. At the time of the inspection one of the people was having eye drops applied by staff four times a day. They showed me the records of the administration of these drops and the staff monitoring of their other medication. All of these records had been completed correctly. Both people told us that they are supported by staff to attend hospital appointments if they want them to but that they manage their own GP visits. They told us that they have good access to healthcare through the local GP practice. One of the people told us that staff try to encourage them to follow a healthy diet. The two people manage all elements of their personal budgets, finances and shopping. Both people showed us around their bungalow, it reflected their personal tastes. They told us that they report any faults to Mulberry Court who report them to the housing association. There is a consultation exercise being undertaken to re look at how the service operates and is registered with us. The options being considered are that the home de registers and re- registers as a domiciliary care agency. This is more in the line with how the care is currently provided to people who live at the home and would continue to promote the person centred and self directed care model that the people benefit from. We looked at four staff files at Mulberry Court, as they provide the domiciliary style support to the home. All of the staff have been safely recruited with at least 2 references and CRB and ISA checks. We spoke with two staff who told us that they completed an induction programme and they get they training they need to be able to meet peoples need. People who live at the home and staff spoke positively of the style of the management team and that they listen to them.
