Annual Service Review Page 2 of 7 Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service; these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The manager of 7 School Drive sent us their annual quality assurance assessment (AQAA). It gave us some information together with real practice examples about the services offered. It included details of the improvements they have made in the last twelve months and their ongoing plans for the future. The AQAA confirms, The people we support at 7, School Drive are not able to express their views verbally. We observe peoples responses to the support they receive, this can tell us if the service we provide for each person is suitable to meet their needs. Also the AQAA informs us that people who live in this home have a member of staff who becomes their key worker. The AQAA tells us that key workers, know the people they support well, they are able to understand each persons form of communication and therefore their views by observation of their body language, eye contact and way they behave in different circumstances. We are told that key workers are of the same gender as the person they support and of a similar age so that they may have some understanding of the issues that an individual may be facing. Key workers provide people with support in various ways, such as, shopping for clothing and personal items, hair appointments, visiting places of interest and so on. One survey from a person who lives in the home confirmed, I like music so we go to music concerts in the evenings sometimes. I go out at weekends sometimes. One comment from a staff survey stated, I help to make his life happier. It is confirmed in the AQAA that people who live in the home are encouraged and Annual Service Review Page 4 of 7 supported to be as independent as possible within their daily lives. Although the manager has pointed out that people are not physically able to complete certain tasks other ways of promoting individuals independence is looked at. For example, staff always make sure that individuals are always present when staff are cleaning their own rooms, watching the preparation and cooking of meals and all equipment is made available to each person some of which is made especially for them. The AQAA also told us that one area that needs some improvement is the practices staff use to communicate with people which shows that the manager is striving to make sure peoples indpendence is always achieved on a personalised basis with as much interaction from individuals as possible. At the last key inspection one area that required improvement was the medication information sheets in peoples health action plans as these did not match the information on the medication administration records. However, the AQAA told us that each person has an, Health Action Plan which is used regularly and updated by all those involved in health care. There are also clear examples given where the manager and staff consult various professionals. This practice makes sure any health difficulties people face are focused upon by the appropriate person whether this be a doctor of medicine, consultant who is a specialist in a particular medical condition, phsyiotherapist, speech and language therapist all referred to in the AQAA. This shows that the manager is determined to promote peoples health and wellbeing. Recruitment continues to be robust and all staff are checked to ensure that they are suitably qualified and safe to work with vulnerable people who live in the home. Also people who live in the home are encouraged and supported to be part of staff interviews which give individuals the chance to take some part in selecting staff who can meet their care needs. All staff have induction training and the management ensure through discussion and surveys that each persons needs are met in a way that suits them. The AQAA states that the home are striving to improve the knowledge of staff who work at the home. This is reflected in the fact that eleven staff members out of fourteen who work at the home have achieved Level Two in the National Vocational Qualification, (NVQ), and progressinig towards gaining NVQ Level Three. The manager confirms, It is very important for the people we support that they are supported by staff who know them well due to communication difficulties and a high level of individual personal care needs because of this it has at times been difficult to find appropriate relief cover during periods of sickness or staff holidays. However, the AQAA told us that the same relief and agency staff are used wherever possible so that people living in this home are provided with consistency in care by staff who know their individual care preferences. This is important as people who live at 7 School Drive find it difficult to verbally express themselves. We received three surveys from staff and this told us that staff feel that they receive suitable training to enable to meet the needs of those they care for. It also told us that all staff who replied are happy with the service and told us that they are supported and have received induction training. Comments made: Training is excellent. I cannot think of anything it does not do well. Annual Service Review Page 5 of 7 There is a robust complaints process, and the management tell us that they take all concerns and complaints seriously. There have been no complaints made to the service or us in the last 12 months. The AQAA informs us that information in relation to the organisations complaints procedure is in formats that provide understanding to people who live in this home. A survey from a person who lives in the home told us, I am unable to speak, I will let people know if I am not happy and in another it confirmed to us that the person knew who to speak to if they were not happy. There are safeguarding policies in place which ensure that management and staff are fully aware of their responsibilities in relation to the protection of vulnerable people. The AQAA informs us that staff have received training in the Protection of Vulnerable Adults within the last twelve months so that people are supported and assisted by staff who can recognise abuse, know how to keep people safe and who to report any form of abuse. There is information in the AQAA confirms that best interest meetings take place to ensure peoples rights are not compromised and any unnecessary restrictions are not put in place. This shows us that staff have an awareness of working with the guiding principles of the Mental Capacity Act (MCA) and The Deprivation of Liberty Safeguards (DOLS) which is important in this home as people living here would need a great deal of support to communicate their choices and take part in making decisions about their lives. The home continues to let us know about the things that have happened since our last key inspection and they have shown that they have managed the issues well. Where necessary we have received notifications of incidents that have happened in the home in the last year together with the appropriate action taken. We looked at all the information we had concerning 7 School Drive, and our judgement is that they are still providing an excellent service and that they have a clear vision of what further improvements they wish to make. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 30th June 2011.
