We examined the homes Annual Quality Assurance Assessment, which is the homes self-assessment of its performance to date. We looked at surveys that people who use the service and staff had completed and returned to us with their comments. We considered notifications made by the service and sent to us about significant events. We reviewed the findings of the last key inspection carried out on 5th January 2009 and the results of two safeguarding meetings convened by Stockton Council. What has this told us about the service? 71 Middleton Avenue continues to do well against most of the key National Minimum Standards concerning Adults with learning disability, in terms of positive outcomes for the people who use the service. People who use the service and their representatives say that they are happy living at Middleton Avenue. Typical comments received from people who use the service and staff included: I can do what I want to do. The carers listen and act on what I say. The staff treat me well. The home does well in providing me with music and lights. The home does well in arranging meals out with my friends. The home works hard to meet every individuals needs, wants and wishes. Several staff commented that the home could provide more social/community support for individual service users if staffing levels were increased. This aspect of personal support is being explored by the service in conjunction with the relevant Local Authority. The service takes a person centred approach, providing individualised care. The home has good professional relationships with external health and social care agencies. The service has good quality assurance systems in place, with support from external senior managers. The home has a good staff team of well trained personnel. 50 of the 10 permanaent care staff have gained qualifications in Care at National Vocational Qualification (NVQ) level 2 or above. There are good staff induction and training programmes organised by the home (many accredited with Learning Disability Qualifications), including person centred care. The personal care and support provided is good. What are we going to do as a result of this annual service review? The service is progressing well and its Quality rating continues to be good. There is no intention to carry out a key inspection before January 2011. However, the service will be subject to continuous monitoring and annual review and may receive an inspection at any time.
