If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service The Arkley Nursing Home is a purpose-built home, owned and managed by BUPA Care Homes Ltd. The home is registered to provide nursing care and support for 60 older people with up to ten places available for younger adults with a physical disability. Changes in room usage mean that the current capacity for the home is 51 places. At the time of the inspection The Arkley had 45 residents. The Arkley is located in a rural setting in Arkley near Barnet in Hertfordshire. The home is an attractive threestorey building, with a large car park, attractive shrubbery and landscaped gardens that are accessible to wheelchair users. There is a central atrium with a glass-domed
Annual Service Review Page 2 of 6 1 5 0 1 2 0 0 9 roof. This provides a very attractive feature and a good source of natural light. Residents bedrooms are located in four corridors on each floor, which feed off the central area. There is a large dining room and lounge on the ground floor with a smaller dining room and lounge on the first floor. The homes large kitchen is located on the ground floor. The first floor is serviced by a passenger lift. On the second floor, there are some offices and a large area dedicated to staff training. The homes stated aim is to provide high quality nursing care. BUPAs vision is to take care of the lives in their hands and provide as individual a service as possible to all residents. In January 2008 the fees charged by the home ranged from £850-£1,100 per week. What did we do for this annual service review? This annual service review included a review of information that the Commission has received about the service since the last inspection in January 2009. We looked at all the information that we have received, or asked for, since the last Inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people who use the service. It also gave us information about the actions being taken or planned to improve the service for the people. We looked at the information we have about how the service manages any complaints and what the service has told us about things that have happened since the previous inspection including formal notifications as required under regulation 37 of the Care Homes Regulations 2001. We have also rung and spoken to the manager and staff to check that there are no existing concerns and that the service is running well. The findings of the last inspection, and relevant information from other organisations were also considered as part of this review. What has this told us about the service? The home sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information that we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing a good service and that they know what further improvements they need to make. The manager told us on the phone that the relatives of the residents are invited to attend regular meetings to help improve the quality of the service. The manager said the last meeting of the relatives took place a few weeks ago. We understand from telephone conversations with the manager that the service manager visits the home to do unannounced checks of the quality of the service and facilities. We noted in our last inspection that the home is run well and the residents and relatives have a say in how the home is run. We also mentioned in our last inspection report that the staff act on comments they receive from residents and relatives. The home tells us that they have a system of quality assurance. We are informed through the AQAA there is a regular health and safety check and the staff are trained and competent to ensure that the residents are safe and well looked after. A nurse we spoke to confirmed that they have a previous work experience and that they are well supported to do their job at this home. The AQAA reassures that there are sufficient number of staff and that equality and diversity of the people who use the service is an important part of the service. The AQAA confirms that all the residents have detailed care plans. We are impressed with the way the home manages medication as our last judgment indicates: Residents are protected by the effective, safe and thorough arrangements in place in relation to medication. From our conversations with the manager and staff we believe that the needs of the residents are being met and each service user is provided with the care they need. We observed at our last visit that the residents make their own decisions wherever possible about the time and activities they want to do. We also noted that there are a range of activities within the home for the residents to engage. We are satisfied with the homes open approach in dealing with allegations and complaints. The home Annual Service Review Page 4 of 6 continues to let us know, where necessary, about things that have happened since our last key inspection and they have shown that they managed issues well. The home works well with us and has shown that their service continues to provide excellent outcomes for the people who use it. What are we going to do as a result of this annual service review?
