The company own the building, which is a large double-fronted town house close to Romford town centre. It is close to the shopping mall, transport links and leisure service. People are supported to participate in a variety of activities in the home and in the community. They are placed by a range of local authorities and fees are dependent on the needs of the individual. What the care home does well Other professionals said: "staff are always welcoming and courteous, it is a happy and homely environment, well organised". Relatives said: "staff are wonderful and approachable, staff are great, a first-class home run efficiently, warm and caring. People very well cared for and are offered choice".Staff said: "management support staff and staff receive proper training, the home is wellmanaged and there is good cooperation and teamwork between staff, seniors and the manager. Very supportive management and approachable". Each person has a weekly programme of activities based on their wishes, needs and preferences. These activities include pottery, swimming, trips, shopping, art and craft, sensory, music and movement, aromatherapy and college. An activity coordinator is employed from 9 to 5 each day to help to facilitate activities. People are supported by a consistent, well trained and qualified staff team. With the exception of the newest staff who are undertaking NVQ level II or III the remainder of the staff team already has at least NVQ level II and most has completed NVQ level III. What the care home could do better: The service continues to develop and staff support people to have a good quality of life. The service benefits from the support of a bigger organisation. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This was an unannounced random inspection undertaken in line with the Commissions current guidance on inspecting excellent services. The service provided a comprehensive AQAA (Annual Quality Assurance Assessment) and the decision was taken to look at two areas, recruitment and management. The area of management was chosen as a new manager has been in post since November 2009. As part of the visit we were able to talk to the manager, staff and some of the people living at the service. Records relevant to the areas looked at were checked. The organisation has an appropriate recruitment and selection policy and procedure. This includes interviews, references, POVA (Protection of Vulnerable Adults) and CRB (Criminal Records Bureau) checks. If staff have obtained a clear POVA (Protection of Vulnerable Adults) First check then they can start work at the home but always work alongside another member of staff until their CRB (Criminal Records Bureau) check has been obtained. The staff file checked contained a completed application form, a photograph of the person, confirmation of their identity, interview questions and answers, two references (including one from the persons most recent employer) and evidence of POVA (Protection of Vulnerable Adults) and CRB (Criminal Records Bureau) checks being undertaken. This confirmed that the recruitment procedure had been followed and the person appropriately recruited. The current manager has worked at the home since 2003 and was deputy manager for three years before becoming manager in November 2009. He said that he has now managed to obtain all of the necessary paperwork for his registration. He will be sending this in to the Commission. The manager is a qualified occupational therapist, has NVQ level 3 in care and has just started NVQ level 4 in leadership and management. He has the skills and experience to manage this service. The quality of the service is monitored by the manager and by the organisation. There are regular monthly monitoring visits covering appropriate areas and reports of these were available in the home. In addition the organisation has a quality assurance team that carries out regular audits. The quality assurance team concluded that there was excellent documentation, a warm and friendly atmosphere and that service users appeared extremely happy. A quality assurance survey was carried out earlier this year and completed surveys were seen from various visiting professionals, relatives and staff. Feedback in all of these was extremely positive about the quality of the service provided to those living at Ashgate House. The inspector would like to thank the people living at Ashgate, the staff and the manager for their input in the inspection.
