If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Barnetson Court is a purpose built property, situated near to Dunmow town centre, in a residential location. It is registered to provide to sixteen older people, and is able to meet the needs of people requiring assistance with personal care and mobility. It is not registered to admit people with dementia. The home has level access throughout and accommodation is all on the ground floor. There are sixteen single bedrooms, assisted bathing facilities, a spacious lounge and a Annual Service Review Page 2 of 6 0 6 1 0 2 0 0 8 separate dining room, and well-maintained gardens. Barnetson court has changed the name of registered provider to The Newstrid Benevolent Society in April 2008. The registered manager has remained the same, Mrs Catherine Carpetner. A copy of the service user guide is available at the home, and current fees are from £456.00 per week. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection on 6th October 2008. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. What the manager has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Any relevant information from other organisations. What has this told us about the service? This service was last inspected on 6th October 2008. The manager completed and returned the homes Annual Quality Assurance Assessment document (AQAA) when we asked for it. The information contained within the AQAA provided us with detail of how the service feels it meets the needs of the people living there and that the service recognises there is always room for improvement to enhance peoples quality of life. For example the AQAA states in the section We have made the following changes as a result of listening to people who use our services: Improved access to our front door: Improved access to the garden: Introduced a visiting shop for service users to purchase items independently: Made changes to the menu. This shows us that the service encourages people to contribute to what happens at Barnetson Court and that their views are taken seriously and acted upon. The service undertakes an annual quality assurance audit involving the people living at the home, their families and friends and professional health support agencies. We saw a copy of this report and noted that some areas of weakness in the service provision had been identified in the sections Health and Personal Care, Staffing and Management and Administration. The report did not include an action plan to show how these areas of weakness would be addressed. The previous inspection report of this service for 6th October 2008 identified shortfalls in the level of formal supervision for staff members to ensure adequate support for residents. The service had responded by letter to this report and told us that a planned programme of supervision would commence in January 2009. Therefore it was disappointing to note that the managers AQAA of 3rd April 2009 listed under the what we could do better section of the brief summary: Ensure staff are given supervision at least six times a year to enable them to support residents safely. This told us that the Annual Service Review Page 4 of 6 service had not taken the actions they had undertaken to do in order to address shortfalls identified in the previous inspection report. We spoke with healthcare professionals who told us We have no concerns with the healthcare provision at the home, staff are very responsive to instruction. The home continues to let us know about things that have happened at the home since our last key inspection. The managers AQAA tells us that the service had received one complaint since the previous inspection visit and that this had been resolved within 28 days in accordance with their policies and procedures for dealing with complaints. No concerns or complaints about the service provision had been received by the Commission since the last inspection. What are we going to do as a result of this annual service review? We will undertake a Key Inspection of this service by January 31st 2010 However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
