What the care home does well The requirements identified at the last inspection have been met. They were that there must be sufficient numbers of staff on duty to meet the needs of the residents taking into account the numbers accommodated and their level of dependency. Also that the home must operate thorough recruitment procedures based on equal opportunities and ensuring the protection of service users. Although there was a carer off sick on the day of the visit the staffing rota showed that this was not usual and that the staffing levels were being maintained in line with the number and dependency of the current residents. The service has management arrangements in place. There is a new manager in post who was present during the visit, as was the Operational Manager. The home manager is currently undertaking supervision of all of the staff as a way of becoming familiar with the team and he is observing the practices in the home to determine the effectiveness of the arrangements. Staff in the care home were pleasant and the atmosphere was calm with good interactions seen between the residents, relatives and the staff. All of the residents seemed content and were receiving appropriate care in a way that protected their privacy and dignity. Those residents spoken to talked about the staff in a very positive way and were confident that they are well supported and cared for. The residents care plans have been improved and contained good risk assessments which are appropriately completed and up to date. Those examined were detailed and person centered. The amount of amendments suggesting that they are reviewed and changed regularly to show the changing health and social care needs of the individual. Three of the four residents whose care plans looked at had increased their weight since admission to the home. The have been changes to the Quality Assurance process since the last inspection. The operations manager undertakes formal visits under Regulation 26 of the Care Standards Act, copies of which were provided and covered quality issues and identifying areas of improvement needed. There are also a number of audits carried out on a regular basis. The schedule of audits include Home Managers Quality Assurance, contracts compliance for recruitment, care plans, pressure ulcer management (of which there are currently none) and catering as well as health and safety. Meetings are organised for residents and relatives and twice yearly surveys are undertaken, the results of which are looked at to inform the annual improvement plan.The records of complaint management showed that there has been one since the last inspection. These are then looked at by the manager to look at trends or action necessary. There are no current complaints, however the last one recorded was examined and was complete. Training records are very detailed and show that the staff are offered both statutory, health and safety and clinical training in line with the services and good practice policies and procedures. Where gaps occur there is a plan in place to ensure that the training is offered and a number of staff are undertaking either NVQ 2 and NVQ3 training. The Catering manager is working with the suppliers to look at the calorific content of the food being provided and she was knowledgeable about ways of increasing the calories in the food being served. This included adding butter to the vegetables and providing additional snacks for example home made fruit "smoothies", cakes and high calorie drinks. She was aware of those residents who were at risk of loosing weight. The residents were complementary about the standard of the food and were observed eating the lunch time meal which was well presented and well received. What the care home could do better: Although it is acknowledged that the home is very well decorated and maintained the bathrooms are not presented to the same high standards. The shower room on the first floor had a damaged divider between the toilet and shower room, the radiator guard was stained and the wall of the shower was was damaged. The light pull cords in this room and in others were dirty and in some the call buzzers were tied up out of the way. The bathroom on the ground floor is used for storage and the room is cluttered. These areas could be improved to make them a more pleasant place for residents to receive their personal care and bathing. On the day of the visit not all of the dining and lounge areas were being utilised, this is being reviewed by the Manager to make sure that residents were being given choice as to where they spend their time. Date of last inspection Brief description of the care home Belle Vue House is a purpose-built two-storey care home of traditional brick build and tiled roof construction. It is situated in the Heaton suburb of Newcastle upon Tyne. The home is well located with ease of access to the nearby Chillingham Road and its variety of public amenities including shops, cafeterias, schools, public houses, parks, churches and regular transport services. 1 4 0 5 2 0 0 9 Care Homes for Older People Page 2 of 8 Brief description of the care home The home is registered to provide care with nursing to people over the age of 65 years who have Dementia. The home charges fees of between £454 and £475 per week depending upon the needs and requirements of the individual residents. As the home provides nursing care the free nursing care element of the funding is provided in addition to the costs charged to the resident. The home provides information about the service through the service user guide. Care Homes for Older People Page 3 of 8 What we found: An unannounced visit was carried out by two regulatory inspectors on 5th May 2010, the visit was started at 9.30 and was completed by 14.30. During the visit we looked around the home, spoke to the residents and their visitors and spoke to the manager. We also looked at some of the records being kept including care plans and the Quality Assurance records.
