If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Bellegrove is a detached purpose built two-storey building situated in a residential area close to the local library, health centre and a parade of shops. The Home is registered to provide care to 29 older people and 25 older people with Dementia. The Home is
Annual Service Review Page 2 of 6 separated into two units with the ground floor providing care to residents with Dementia and the first floor, caring for the frail elderly residents. The local bus stops outside the home and there is parking at the front of the building and a small, enclosed garden at the rear of the home. The building, which the home operates from, is leased from the London Borough of Bromley and is due to close as part of the reprovision of services by Shaw Healthcare. Staffing arrangements provide twenty-four hour care to residents living in the Home. The fees are £510.51 per week for frail elderly resident and £624 for Dementia residents. The fees include accommodation, food and staffing. Toiletries, clothing and personal expenditure such as hairdressing and private chiropody etc are not included. What did we do for this annual service review? The annual quality assurance assessment (AQAA) was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. The AQAA was received, fully completed on 21st August 2009. This contained comprehensive information in all of the sections, detailing how the service addresses the standards and how this is evidenced. Other information we have about this service includes notifications under Regulation 37 which advise the CQC of untoward events in the service. These notifications are a legal requirement. The previous key inspection was conducted 05 November 2007, where the home was given a two star rating, a good service. Three requirements were made at that visit relating to documentation in care plans records and risk assessments around medication and the hot water and environmental temperatures. Within the AQAA there was information about the progress made in respect of these requirements. An annual service review was completed 29th November 2008 and this did not change our opinion of the service. Additional information received about the service was also included. Comment cards were sent out; thirty seven were received completed, twelve from residents and twenty five from staff . The CQC has been advised of one complaint, which is under investigation by the Local Authority. What has this told us about the service? The AQAA told us the following areas were improving with the following statement : The home continues to work to a high standard of care to ensure all relevant documentation reflects the needs of the residents. Care plan documentation is reflective of every area pertaining to the residents needs and details how these can be met. Care plans have been adapted to ensure they are more user friendly and easy to follow. It told us that the medication records had improved and regular audits were carried out. It said staff had ongoing training to ensure that they meet their objectives and are sufficiently skilled to carry out their work. All staff are updated on the statutory training topics. The home is maintained with all areas assessed and work prioritized or those in most need. Recently the dining room had been redecorated and bedrooms were upgraded on a rolling programme. In general, the comment cards from residents gave positive feedback and indicated that the service was providing good care, in a friendly environment and staff were kind. Comments such as Im happy here, and they always make me a cup of tea were two such comments. There were two residents who wanted a better choice of Annual Service Review Page 4 of 6 menu whilst another wanted their room upgraded. There was a comment about the use of agency staff and their inability to provide consistent care. The staff comment cards, which were returned also indicated that a good service was provided. The staff comment cards indicated that residents were well cared for, and there was an holistic approach to care. Staff said that training was provided although two wanted more training. There were several comments saying that there were not enough staff to meet residents needs. This needs to be investigated to ensure sufficient staff are provided at all times. In addition staff commented on the shift patterns operating in the home this also needs investigating. Many staff commented upon the friendly supportive manager, Ms Rolls, who was felt to be a good leader. The management of the organization were also said to be supportive.
