Blisworth Close is a care home providing personal care and accommodation for 6 younger adults with a learning disability The Premises are owned by a housing association with each service user having a tenancy agreement. Mencap provides the care service. The home is purpose built and is located on a housing development on the outskirts of Northampton. The home is two storey with four bedrooms located on the ground floor. All of the bedrooms are single with en-suite facilities. There is a well-maintained and enclosed garden with water features and raised flower borders. Information about fees was given as being current at the time of the inspection, however the registered manager advised that changes to funding arrangements were being planned. The fee per resident per week is currently £243.26. In addition to the fees, local authorities provide a grant to Mencap for provision of the services in the county. Residents pay £62.35 per week from their benefits. The fees include personal care, staff support, accommodation, meals, laundry and a contribution towards a holiday. Additional charges residents` will need to pay include chiropody, toiletries, clothing, leisure activities and a contribution towards a holiday.

Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? The home had a key inspection on 14th July, 2008. We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The home did not send us their annual quality assurance assessment (AQAA) when we asked for it. However when we did receive it, it was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgment is that the home is still providing a good service and that they know what further improvements they need to make. For example they state that they have developed more in the way of accessible formats and have involved the people more in decisions about their house and the support they receive. They plan to develop communication profiles for each of the people they support to better understand the way that they communicate. The AQAA states that the home have not received any complaints or made any referrals to the Local Authority under the locally agreed Safeguarding Adults procedure since the last inspection. We did not make any recommendations or require the home to do anything following our last inspection. The home continues to provide good outcomes for the people who use it. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
