We give a quality rating following a full review of the service. It does not involve a visit to the service but is a summary of new information given to us, or collected by us, since the last key inspection or annual service review.

The home is owned by Mr George and Mrs Marion Parkinson and Barbara Buxton is the registered manager. The home is part of a local organisation that also provides a small domiciliary service and supported living accommodation to younger adults. The home is situated in the outskirts of Frindsbury/Strood town centres. It is on a bus route and has access to local facilities;

The property is a small but spacious detached bungalow and all service users have their own bedroom and access to ample communal space. There is a well-tended garden to rear of the property that is accessible to wheelchair users. Parking is to the rear of the home and is accessed via a private road. The home displays inspection reports and information about their service and ensures service users and their relatives have access to this. Fees range from £750.00 - £1,900 per week. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What has this told us about the service? Broadview is located in the outskirts of Frindsbury/Strood Town centers in Kent. They are registered to accommodate up to three people with learning disabilities. Currently they provide a home for two adults. The last key inspection was carried out in February 2009 and the service was given a three star excellent rating. The last report was positive with two outcome areas judged as being excellent and six outcome areas judged as being good. There were no requirements or recommendations made at that visit. The Annual Quality Assurance Assessment was completed and returned within our requested timescales. It contained detailed information about the service being provided, areas which the manager had identified as improved and recognised where they felt they could make further improvements. The previous report states that staff have a good relationship with service users and are able to communicate in a manner which meets their varied needs. The AQAA identifies that this continues with staff being provided with the appropriate information in order that they can meet individual needs. The home recognises the importance of individual preference sand respects peoples choices with regards to their lifestyles including race, religion, disability and age. The last report identified that the service was centered around the individual needs of the person and the AQAA confirms that this continues. The last report stated that care plans were detailed with clear descriptions on how to care for the service users and are tailored to their individual needs. The AQAA states that the care plans are reviewed on a regular basis and reviewed in accordance with changing needs. They are set out in formats which meet the needs of the people living in the home. Annual Service Review Page 4 of 6 The AQAA identifies that the service continues to promote a fulfilling lifestyle and activities are high on the agenda including a holiday to Blackpool last year. They promote where possible the opportunity for people to attend college courses. At our last visit we found that people were well supported with their healthcare needs and the AQAA confirms that this continues with specialist services being accessed for people if the need is identified. Staff are trained in medication. At our last visit we found recruitment procedures to be sound so that they protected the people living in the home. The AQAA confirms that all checks continue to be carried out and that staff receive a full induction into the home. The AQAA also states that prospective members of staff meet the service users as part of their interview process so that the manager can be confident that they employ staff who will meet the needs of the people living in the home. Training continues and staff are supported with accessing a National Vocational Qualification (NVQ) in care. There have been no complaints and no safeguarding concerns in the last twelve months and we (the Commission) have not received any complaints about the service. The AQAA also identifies areas of improvement and this includes making risk assessments more pictorial for service users where appropriate and looking for additional activities for the people living in the home. Any notifications received from the home were seen to be managed appropriately and we are confident that the home would let us know if they had any concerns. The AQAA was detailed and showed that the manager is continually looking at ways to promote best outcomes for people living in the home. In view of the information provided and no negative intelligence we are satisfied that the home continues to provide an excellent service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and this annual service review has not changed our opinion of the service. However, we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
