What the care home does well Staff carried out an assessment before people moved into the home to determine what support they required. Residents had access to community health care services. Relatives were able to visit their family members when they wanted and were able to play an active role in their family members care if they wished. People could choose where and how they spent their time and staff encouraged people to make decisions for them where possible. Complaints and concerns were recorded and were investigated promptly. The home kept good records about people`s money and valuables. What the care home could do better: The areas that have been outlined in the report as a result of this recent random inspection are as follows: Standard 9 - ensuring accurate medication practices, specifically stock checks of medications held on the premises. Standard 10 - improving the knowledge of staff to do with the residents and their care plans. Standard 18 - Ensuring that all staff attend SOVA training. Standard 19 - Ensuring all the resident`s room are decorated to a reasonnable standard. Standard 29 - Ensuring that all CRBs have been checked appropriately. Standard 30 - Improving the knowledge of the staff group to do with policies and procedures for the home. Standard 30 - Improving the effectivenes of staff training. Standard 33 - Ensuring appropriate frequency for resident`s and staff meetings. The home consists of a 31-bedded unit for older people that require nursing care on the ground floor and a 35-bedded unit for older people with dementia that require nursing care on the first floor. There is a garden at the rear of the property and parking bays in the area in front of the home.The fees charged by the home range from GBP579.24 - GBP629.24 per week. This was a random inspection and it was undertaken as a follow up to the last full key standards inspection that we carried out in December 2009. The purpose was to check on the progress that Charlton Park has achieved with meeting the requirements and recommendations made at the inspection in December 2009. The random inspection was carried out over the period of a day. The Inspection was limited but focussed on specific key standards and involved a review of the agencies records and formal discussions with staff and with the acting Manager. As a result of this random inspection 3 of the 12 previously made requirements remain outstanding and 2 new requirements have been made. For those 3 outstanding requirements enforcement action may be taken if the new timescales for these requirements are not met. 7 of the 9 good practice recommendations made at the last inspection remain outstanding, 2 have been met. Feedback on the requirements and recommendations was given verbally to the acting Manager at the end of this inspection visit. The agencies Registration Certificate with the Commission for Social Care Inspection was seen displayed appropriately. There have not been any changes in the ownership of this agency since the last inspection. Following the resignation of the previous manager at Christmas 2009, a new manager has been appointed and we have been told by Four Seasons that they will be due to start work on 4th May 2010. A new Deputy Manager has also been appointed and started work on 15th March 2010. These new appointments will be very significant factors in the potential for progress at Charlton Park in meeting the standards that are required and recommended. We found the staff helpful and they are to be thanked for the assistance that they provided over the course of this inspection visit. What the care home does well:

No. Standard Regulation Requirement Timescale for action 1 10 12 It is required that the Manager ensures all staff including agency staff know who the residents are that they are to be working with and that they have a good knowledge of the residents needs. It is required that the Manager ensures that all care staff receive SOVA and whistle blowing refresher training by an authorised external training agency preferably the L.B Greenwich. This is to help ensure that staff are adequately trained in order to protect residents from abuse. No. Standard Regulation Requirement Timescale for action 1 9 13 At this random inspection we 01/06/2010 undertook a medication stock check and found that the records did not accurately reflect the actual medications held. We checked 4 different medications and found that the stock levels did not match the records held. The staff member who we spoke to was unable to satisfactorily explain the mismatch of information. The Manager told us that all RGN staff had received training to do with medication, its safe handling and storage. A new requirement is made therefore to ensure that accuracy is achieved with the recording of medications being distributed and medication stocks received. No Refer to Standard Good Practice Recommendations 1 3 We recommend that the Manager requests comprehensive referral information from any agency that wishes to refer their client to live at Charlton Park. Since the last KSI, Charlton Park has been embargoed and has not had any new service user referrals or placements. Therefore it has not been possible to monitor this recommendation, however when placements begin to be made again we will monitor this standard. The recommendation remains in place. 2 10 In general we found that residents appearances had improved. We spoke to the member of staff who is responsible for the laundry service and we were told that they are in the process of re labeling all residents clothing with name tags. We saw a number of clothing articles that had been recently given name tags and we hope that this process will be completed for all residents and their clothing. It is recommended that this process is implemented at the point a new resident is admitted to the home. It is strongly recommended that for those bedrooms that are sparse and not personalised a much greater effort is made to make them feel homely and welcoming. It is recommended the Manager ensures that all staff CRB checks are renewed every 3 years. It is recommended that the Manager reviews how the delivery of training is being provided to staff and ensures that a more effective method is found. It is recommended that the frequency of residents
