The home can accommodate twelve service users. The property is located in Chertsey,

Surrey and is within walking distance of Ottershaw and a short drive from Woking town centre. Accommodation for service users is provided on the ground floor and has twelve single bedrooms. The home has a kitchen, a good size dining area, through lounge, two laundry rooms, bathing and toilet facilities and a quiet / activity room which is used by the staff as an office. The home has two vehicles both are able to accommodate service users in wheelchairs. The gardens are nicely laid out, secluded and private with ramps for wheelchair access. What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? An annual quality assurance assessment (AQAA) was returned to us, which was completed by the previous registered manager. The AQAA identified areas that had improved since our last key inspection that was carried out 5th July 2007 and the last annual service review, which was completed 10th July 2008. The AQAA also identified where further developments were being planned, which would benefit people using the service. The service provides an accessible service user guide that is regularly updated, which includes details of costs. The service continues to operate a structured admission policy and information supplied in the AQAA states that one person has been admitted into the home over the last year. People are provided with a person centred care plan, which is completed in consultation with them and reflects their individual wishes and preferences, which includes personal care. Each person also has an health action plan and they are supported to access range of health care professionals. Over the last year care plans have been reorganised and the service has identified that they plan to make further improvements by organising health care plans in more accessible formats to assist peoples understanding. More defined entries have been made in personal care plans to cover diversity. Information supplied in the AQAA states people access all local amenities of their choice and they maintain contact with their family and friends. People are involved with menu planning. The dietitian and other therapists are Annual Service Review Page 4 of 6 available for any advice , which may be required. The service has identified that they plan to make their menus more user friendly and they intend to explore other means of transportation for wheelchair dependent people. The service has a complaints procedure in place, which is provided to people . The AQAA states that the service has not received any complaints since the last annual service review. The service holds consultation meetings with people where their views are listened to and they can make informed choices and they are planning to arrange more individual meetings with people. Since the last annual service review there has been one safeguarding matter pertaining to a medication matter, which was referred following the local authority safeguarding vulnerable adults from abuse procedures, although this was not accepted by them for further action and the service has put systems in place ensuring peoples safety and wellbeing. People living in the service continue to benefit from a stable staff, where turnover has been minimal. Two staff surveys returned indicated that staffing levels were not sufficient which has had an impact in not being able to make spontaneous arrangements for trips out . Further discussion with the new, recently appointed manager indicated that staffing levels have been reviewed in light of the homes current vacancies. There are eight people living in the home who are supported by four members of staff during the day plus an extra floating member of staff to support peoples needs. Fifty percent of care staff have obtained National Vocational Qualifications and two members of staff are currently completing the qualification. New staff receive induction and are expected to complete the Learning Disability Award Framework within six months. Staff have attended appropriate training courses as well as mandatory training and the service is intending set up a training data base. Since the last annual service review the registered manager has resigned and the homes registration certificate has been amended to reflect this. A new manager has been appointed who will be submitting an application to register with us. The service continues to inform the Care Quality Commission of any relevant events that have occurred in the home since the last inspection and have shown that the service continues to provide good outcomes for the people living there. What are we going to do as a result of this annual service review? We are not going to change our inspection plan and we will do a key inspection by 5th July 2010 However we can inspect the service at anytime if we have any concerns about the quality of the service or the safety of people using the service.
