We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service Chy Colom is a detached property positioned in a residential area of Truro, close to the City Centre. There is a large garden at the front of the building and some car parking space. The registered provider is Addaction, a national charity providing support for people with substance misuse (i.e. drug and alcohol) problems. The registered manager Roland Bence has worked at the home for several years. The home has three floors; on the ground floor there is a large lounge, a dining room, a study room and a counselling room. The home is non-smoking but there is a facility at the back of the home for those who wish to smoke. The bedrooms are on the first and second floors; four of them are shared rooms. Access to these floors is by stairs only, wheelchair users or residents unable to climb stairs cannot be accommodated at the home. Annual Service Review Page 2 of 6 2 4 0 2 2 0 0 9 The home operates a twelve-week rehabilitation programme. Residents are only accepted onto the programme following a very comprehensive assessment. Appropriately qualified and experienced staff work in the home. A copy of the CQC inspection report is available in the home, and it is suggested a full copy of the report is requested from management or the Care Quality Commission if required. The last inspection took place on 24th February 2009. At the time of the inspection the weekly fee was £575. There are additional charges e.g. for newspapers etc. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? The home was last inspected on 24/2/2009. For this Annual Service Review we looked at all the information that we have received, or asked for, since the last key inspection. This included: *The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. * Surveys returned to us by people using the service and from other people with an interest in the service. * Information we have about how the service has managed any complaints. *What the service has told us about incidents that have occurred at the service, these are called notifications and are a legal requirement. *The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. * Relevant information from other organisations. * What other people have told us about the service. What has this told us about the service? The registered manager sent us their annual quality assurance assessment (AQAA). It was clear and gave us all the information we asked for. This also outlined how the registered persons intend to develop the service. The registered manager also provided us with an update regarding actions taken to comply with the statutory requirements issued at the last inspection. We received a satisfactory response to our postal survey i.e. responses from people who use the service, responses from staff members and responses from external professionals that work with the service: In the survey response, staff members were positive about the service. Respondents said recruitment, induction and staff training are all good, management are generally supportive and suitable information is available about people who use the service. People said the service was professionally run, staff worked well together and there was good communication between the group. People said support provided was client led and supportive. Suggestions for improving the service included there being more space so the therapy programme could be expanded, the environment could be updated and decorated, there could be more staff and therapy sessions could occur outside the house. We had responses from professionals who work with the service. People said support was either always or usually good in regard to assessment, monitoring and review and staff competence at providing support. People using the service were always deemed as being treated with respect and dignity. The strengths of the service were seen as the therapeutic programme offered, and that care and support is individualised for the people using the service. Suggested improvements included involving outside agencies more in the therapeutic programme provided. Annual Service Review Page 4 of 6 People using the service said they were asked if they wanted to come to the service before starting the programme. Enough information about the service was provided. Staff are supportive and generally listen to peoples views. The home is always clean. People feel they can speak to staff if they have a concern, and know what to do if they want to make a complaint. People are involved in decision making, and there is some involvement in how people spend their time (although this service provides a structured rehabilitation programme, so some choices are limited). People using the service said Chy Colum provided good, clean accommodation, it provided good support, and the programme offered is very helpful. There were no suggestions for improvement offered. We have not received any concerns or complaints regarding this service since the last inspection. Since the last key inspection we have received one notification regarding incidents which need to be reported to us by law. We do not have any concerns regarding how the particular matter reported was managed. There has been no contact from the social services departments or other authorities regarding any concerns they may have about the operation of the service, or which cause us any concerns about how people are supported by the service. The registered manager of the home has told us he intends to step down from the position, and a new person will be employed. When this occurs we must be notified in writing, and be provided with details of the person who is designated to be the manager of the service. We will require an application to be submitted for the persons registration within 3 months of their appointment (i.e. once the current registered manager steps down from their position). What are we going to do as a result of this annual service review? We have no plans to change our inspection plan in regard to this service. We currently plan to complete a key inspection within 3 years of the last key inspection. However, we are currently reviewing our assessment /inspection methodology and these changes will be announced soon. We have the power to inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
