Clere House is a single storey, residential care home providing care and accommodation to up to 22 older people and is owned and run by Norfolk County Council. All bedrooms are single rooms and contain a washbasin and there is communal use of an adapted, walk-in shower room, two bathrooms, eight toilets, two lounges, conservatory and a large lounge area that is divided into two areas and a dining room. There is a small, well-kept garden with seating in a patio area to the front and the rear of the property and roadside parking. The home is situated in a residential area, within the rural village of Ormesby-St-Margaret. Local amenities include shops, a medical centre, post office and pubs. There is a bus service to both Great Yarmouth and Norwich.

We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment (AQAA) that was sent to us by the manager. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. Relevant information from other organisations. What other people have told us about the service. What has this told us about the service? The manager returned the annual quality assurance assessment (AQAA) which gave us all the information we asked for. It is very detailed and gave clear evidence of how the home has improved since the last inspection which was carried out on 24th February 2009. There were no requirements issued at the last inspection only one recommendation regarding activities was highlighted, that a wider range activities are provided to meet the needs of the residents. The manager stated that they have improved the level of activities and are now offering more person centred activities such as regular outings, library service, an improved rear garden with bird feeding facilities, a computer for the sole use of residents so they can keep in touch via email, and organised church services and arts and crafts and musical events. During the past year the manager said that some residents have had an input in cooking old fashioned recipes and growing some fruit and vegetables in the rear garden alongside the staff. Each resident is assessed on their care and social needs before admission, and are invited to discuss their individual needs when their plan of care is written and reviewed, either by themselves or with a representative, who could be a family member. The home has written documentation to enable residents to make up their own mind before moving in to ensure that the staff have their best interests at heart. After moving into the home each resident has a four weekly review with their social Annual Service Review Page 3 of 5 worker to ensure they are settling into Clere House. The people living in the home have always told us that they are comfortable and happy there. All the residents continued to be very satisfied with the quality of care, the individual activities and the quality of the meals. The manager informed us that all complaints and concerns are taken seriously and acted upon although, only one complaint has been made in the past year which was quickly resolved. Improvements have been made for residents by the ongoing redecoration of bedrooms, and gradual replacement of bedroom furniture and lighting with the main lounge the next room to be redecorated. The staffing levels remain constant, with some staff having worked at the home for several years and they show that they increase their numbers of staff when this is required during periods of activity and weekend cover. The manager follows a clear and reliable recruitment procedure when employing new staff, and the training of care staff is of a high standard. The number of care staff having already achieved the NVQ (National Vocational Qualification) level 2 in care is exceptional and they should be commended for this. The manager continues to let us know at CQC (Care Quality Commission) about things that happen at the home to ensure they manage their issues well. The manager works closely with the senior care coordinators to ensure that standards are reviewed and remain consistent. Our judgement resulting in the information showed that the home continues to provide a good service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection within three years of the last inspection carried out on 24th February 2009. However, we can inspect at any time if we have concerns about the quality of the service or the safety of the people using the service.
