34 Park Road is situated in a residential area close to the town centre of Wellingborough. The home is one of four registered homes within easy walking distance of each other supported by a Head Office and Day Centre in separate premises. Further support services are provided within the organisation for those moving on into a more independent lifestyle. The collective facilities are known as the Delos Community where residents are known as `members`. The home provides personal care and support for up to four members whose primary care need is due to having a learning disability. The environment is that of a large family house. What the care home does well We found detailed care plans for each of the members. These were supported by up-todate risk assessments. In addition person centred plans have been developed with full consultation of the people using the service. These plans were in a format that were easy to read and used by the members. The service demonstrated that it enables members to be fully involved with decisionmaking processes about their lives and the service`s development. Members confirm that they are listened to and that any concerns or complaints are investigated. Members said that they feel supported and safe living at the home. The service has an easy read complaints procedure displayed within the home. Safeguarding procedures and protocols are fully understood by the staff and used appropriately when issues arise. The organisation has a robust recruitment and selection process that involves members in the selection of new staff. The newly registered manager has demonstrated that they understand the care home regulations and the needs of people that use the service. They have developed along with senior management good monitoring systems to ensure that the needs of members are central to the service provided. Members are fully protected by policies and procedures used within the home to ensure a safe environment and support with their daily needs and financial management.The provider undertakes an annual survey and produces a report of their findings. This report is used to develop the services within the Delos community. What the care home could do better: At this inspection the service met all the standards inspected. No requirements were made at this inspection. The service continues to develop its standard of care to the benefit of the members that use it. Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This was a random inspection that is part of our Methodology to check that compliance is being maintained under the Care Standards Act 2000 and Care Home Regulations. We looked at the following outcome areas during the visit that was undertaken during the morning and lasted 4 Hours. Individual needs and choices Personal and health care support Concerns, complaints and protection Conduct and management of the home The primary method of inspection used was case tracking which involved selecting two people who use the service and tracking the care they receive through review of their records, discussion with them, the care staff and observation of care practices. We found good record keeping about the members that we case tracked. Since the last inspection the Care Quality Commission (CQC) has received notification of two safeguarding issues. During our visit we found positive work by the registered manager and the staff in managing the issues with good communication with the multi-disciplinary team. The service continues to comply with national minimum standards and the Care Home Regulations. This visit confirms that CQC has not changed its views to the standard of care provided by the service.
