Downing House is a purpose built building designed to be a home for up to sixteen people who have a learning disability. It is situated in the Dothill area of Telford and is owned by the local authority. It is a modern design and inside is divided into four areas. Three of those areas are laid out as flats for up to four people with the other area being further divided into four separate single flats. Each person has there own bedroom that has an en suite shower and toilet with those people who live in the single flats also having baths included in the en suite facilities. Each flat also has its own laundry facilities. The home is managed by Judith Pagett and she is helped in this task by her deputy manager and the rest of the staff team. Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: The annual quality assurance assessment or AQAA that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. We received completed surveys from six relatives of people who live at Downing House, two independent health or social care professionals and three staff who work at the home. An advocacy service worked with people who live at Downing House and they sent us a group response to our questions about how they experience living at Downing House. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. What has this told us about the service? The home sent us their annual quality assurance assessment or AQAA when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the home is still providing a good service and that they know what further improvements they need to make. People living in the home always tell us that they are happy there. They told us that they get on well with the staff and feel that they are listened to. They also like being able to furnish their own rooms and feel that the house is comfortable. They value being able to go out shopping. They said that it would be better if more staff were available to give them more choice and control so they could do more activities when they want to and not to have to plan them. Managers tell us that since we last inspected they have increased the numbers of staff permanently employed and have been proactive in responding to residents requests with many of their goals being achieved such as swimming every weekend, planning a holiday, attending church and flower arranging. The service feels that residents are now taking more control of their lives. The service has told us that they seek feedback from residents, parents, carers and professionals regularly and whilst this assures them they are providing a very good service, they are aware that to meet the person centred approach, they need to look at and maintain staffing levels and have a realistic budget to fully meet peoples lifestyle choices. Annual Service Review Page 4 of 6 We received comments from six relatives of people living in the home. All continue to be very satisfied with the quality of the care. One comment was my brother has benefitted 100 percent under their care. Another relative told us that the care is second to none. Other comments from other relatives included the service and staff at Downing House could not be better...10 out of 10 for everything as well as the managers and staff make my brothers life as comfortable and enjoyable as possible.. I can see how well cared for he is. This gives me peace of mind knowing how happy he is at Downing House. One relative commented on the need to increase staffing levels. We received comments from two independent health professionals both of which were very complementary about the standard of care provided. One of them described the service as excellent and amazing. The three staff who wrote to us describe high levels of satisfaction with their work. They all described excellent training, good levels of support for staff, positive relationships and Downing House being a good place to work. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. There have been no complaints, no allegations, no restraints and no investigations. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 24th November 2011. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
