What the care home does well This was not assessed on this visit. What the care home could do better: Two up-to-date satisfactory references must be obtained before staff are confirmed in post, to safeguard the welfare of the people using the service. The date that staff commence employment in Eagles Rest should clearly be recorded on individual staff files, to provide a clear audit trail. Likewise, the Responsible Individual should ensure that all future application forms contain a full employment history with dates of employment. Action should be taken to monitor and ensure that all care staff complete outstanding core and specialised training relevant to their role. This will ensure the people using the service are supported by trained and competent staff. The home is situated close to Southport town centre and shops and public transport are easily accessible. The main entrance of the home is accessible via a ramp. Eagles Rest is a large, double fronted, detached property that has a lounge with a conservatory attached and a separate dining room. There are 14 single and 1 double bedrooms. Four of the rooms are fitted with en-suite facilities and bathing and toilet Care Homes for Older People
Page 2 of 9 Brief description of the care home facilities are located throughout. A passenger lift is installed and a call bell system is available in all bedroom and communal areas. Off-road parking is available at the front of the premises and there is a large garden to the rear, which is accessible via the side of the property. This random inspection commenced on 4th March 2009. Due to the absence of the Responsible Individual (owner) on the day of the inspection, a return visit was necessary which was undertaken on 11th March 2009, as staff on duty did not have access to some private records. The purpose of the random inspection was to review action taken in response to an improvement plan requested by the Commission for Social Care Inspection following requirements made at the last inspection. The time spent on the inspection process was approximately 5 hours over the two visits. Staff on duty, residents and a health care professional were spoken to during the inspection process and feedback received was generally positive. Some staff spoken with on the first day of the inspection highlighted gaps in training which are addressed in this report. Outcome area - Environment Since the last inspection the Responsible Individual had made arrangements to remove the two cameras installed in the communal parts of Eagles Rest. The Responsible Individual reported that although additional cameras were sited around the perimeter of the premises, the closed circuit television system was no longer recording activity. Outcome area - Staffing The Responsible Individual reported that only two new employees had commenced employment since the last inspection and seven staff had left employment at Eagles Rest. The recruitment records of the two new employees were viewed. Both files contained application forms which included health related questions however previous employment dates had not been clearly recorded. It was also noted that employment start dates had not been recorded and one file contained two references that were not up-to-date as required at the last inspection. Furthermore, examination of records revealed that some staff had not completed all the necessary core training for their roles as noted at the last visit. The Responsible Individual reported that she was in the process of arranging outstanding training for staff and was able to provide dates for infection control and first aid training. Evidence of Protection of Vulnerable Adult and Criminal Record Bureau checks were also on files, together with documentary evidence of any training completed. Outcome Area - Management and Administration. The Responsible Individual reported that she had sent off her application for a Criminal Record Bureau (CRB) check during February 2009 and would submit an application to the Commission to register as the manager of Eagles Rest upon receipt of the CRB certificate. Evidence that the Responsible Individual had completed the level 4 National Vocational Qualification - Registered Managers Award was also viewed during the visit. Care Homes for Older People Page 4 of 9 The Responsible Individual was requested to contact the Criminal Record Bureau to follow up the application and to confirm in writing to the Commission the outcome of her telephone call. The management of money handled by the Responsible Individual on behalf of the people using the service was reviewed. Since the last visit a file had been established which contained individual records of financial transactions and receipts for expenditure. Money held was stored safely and not pooled. The Responsible Individual was advised to update the forms to ensure all columns were clearly identified and advice was given regarding capacity and consent.
