We give a quality rating following a full review of the service. We call this review a ‘key’ inspection We do an annual service review when there has been no key inspection of the service in the last 12 months. If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service East Wheal Rose Farmhouse provides accommodation and personal care for up to three adults with autism / aspergers syndrome. The registered provider is Spectrum. Spectrum employs a manager and a team of staff to run the home on a day-to-day basis. The home is situated on the outskirts of the village of St. Newlyn East, in a very rural location, but within a short driving distance of Newquay. The home is set in its own grounds. Spectrum supplies vehicles to enable people living at the home to make full use of community facilities. 2 3 0 1 2 0 0 9 Annual Service Review Page 2 of 6 The house is a spacious, two-storey building. People are provided with single bedrooms. There are two bathrooms. Downstairs there is a kitchen, large lounge / dining room. Each person also has their own separate lounge. There is also an office. The property has gardens at the rear of the building. There is ample car parking space. The home does not have specific access facilities for people with physical or sensory disabilities although there is some scope for adaptation of the building if required. The range of fees at the time of the last key inspection (in January 2009) was from £4790 per week. We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: *The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. * Surveys returned to us by people using the service and from other people with an interest in the service. * Information we have about how the service has managed any complaints. *What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. *The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. * Relevant information from other organisations. * What other people have told us about the service. What has this told us about the service? The registered persons have sent us their annual quality assurance assessment (AQAA) when we asked for it. It was clear and gave us all the information we asked for. We looked at the information in the AQAA and our judgement is that the service is still providing a good service and that they know what further improvements they need to make. We received a limited response to our survey i.e. from two members of staff and one person who uses the service: Staff members, working at the home, were positive about the service and said people using the service are well looked after and given support to use facilities in the community. One response was received from someone who uses the service. The person received assistance from a member of staff to complete the survey. They said they were happy with the service, and the home helped them to have a range of choices and improve opportunities to be more independent. Comments to improve the service included providing more financial support so their could be a wider range of activities, and ensuring there are always satisfactory staffing levels so activities can be completed. We have written to the registered provider regarding the management arrangements at the home, as the previous registered manager is now on maternity leave. We received concerns from a relative of someone using the service. We have written to the registered provider regarding the matters of concern, and these now have been mostly resolved, although we are waiting for clarification of one aspect of the concern. Annual Service Review Page 4 of 6 We have not received any other concerns, complaints or allegations of abuse about people using this service. Since the last key inspection we have received a number of notifications, which are required by law. For example in regard to untoward incidents such as accidents. We do not have any concern regarding how these have been managed. We have had no contact from other organisations (e.g. health or social services departments) which cause us any concern about how people are supported at the service. What are we going to do as a result of this annual service review? We are not going to change our inspection plan. Currently the commission plans to complete a key inspection within 3 years of the last key inspection, however our methodology is under review. We can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
