Annual Service Review New Care ManagerEdgeview nursing home provides 24 hour nursing care to twenty-four adults aged 18 to 65 years of both genders who have a learning disability, mental disorder, autistic spectrum disorder and associated physical disability, these may be further complicated by the presentation of behaviour, which challenges services. Edgeview is located in a residential area of Kinver in three acres of land, approximately one mile from the village centre in an area of outstanding natural beauty. Road links to nearby Stourbridge and Wolverhampton are good, with regular services. The service is divided into three sections; the Main House accommodating sixteen people and the Bungalow and the Stables, the latter two are semi dependent units, which provide accommodation for three and five people respectively. All people using this service are encouraged and supported by staff to develop their independent living skills, enabling some, in time, to move to environments of lesser support. The full range of charges were not detailed in the services Statement of Purpose, or Service User Guide documents as routine, but are assessed according to need, and presented with the commissioning Authority approval. Annual Service Review Page 3 of 7 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information received and asked for, since the last key inspection (22.07.08) This included: 1 The Annual Quality Assurance Review (AQAA) completed by the Registered Manager, received on the 01.06.09, including a self assessment on how well outcomes have been met, and numerical information about the service. 2 Surveys returned to us by people using the service, relatives and by others with an interest in the service. 3 Any complaints we have and information we have about the how the service has managed concerns, complaints and allegations. 4 Information received through notifications of things that have happened in the service in the past 12 months. 5 The previous Key Inspection report (22.07.08) and the results of any other visits we have made in the last 12 months. 6 Relevant information from other organisations. 7 What other people have told us about the service. What has this told us about the service? The AQAA was detailed, with clear evidence of how the service operates and has performed. We looked at the information in the AQAA and of that received, and our judgement is that the Home is still providing an excellent service, and that they know what further improvements can be made. There is an honest appraisal of areas for review, and positive steps taken to those areas, and for general improvement throughout. Information we received from the AQAA has indicated that Service User documentation is more sensitive to peoples capabilities with important agreements, such as the Contract of Residency being available in a pictorial format if required. We also recognize the services willingness to receive comments about the quality of the service offered, from all sources associated with the Homes activities. We acknowledge a continuing and constructive approach to receiving the views of people who use the service; positive moves incorporated within the ethos of a more person centred planning process. Examples are of a person using the service recognised as being involved with the annual development plan for quality assurance as a representative, people encouraged to sign their care and support plans, and from discussions with people using the service, a review of the allocation of keyworkers, focusing on what is best for people, for increased involvement, and to minimising dependence and unhealthy attachments to individual staff. We have recognised the continuing progress in developing planned activities with staff encouraged to take responsibility for particular activities, alongside anyone using the service who show an interest, an example of continuing innovation in creating new interests and activities. A newly appointed Activities Co-ordinator is actively pursuing staff training workshops to encourage the development of new activities and staff understanding of the necessity of skill development for people. We understand that the home has purchased a Annual Service Review Page 4 of 7 specially adapted vehicle for wheelchairs with a tail lift. Staff training is a continuing area of development with extensive in-house, and specialist trainers in maintaining a high participation in the National Vocational Qualification programme, and appropriate courses that involve all the staff employed. Staff have received training on Autism, Communication, Sensory Integration and the Mental Capacity Act, as part of that programme Of the 10 pictorial, easier to read surveys received, all but one declared their satisfaction with the quality of care, staff, and services offered, and that they are happy living there. These were consistent with the previous inspection report and judgements made at that time. Comments such as: Do activities and workshop well, but could do with more choice of activities. The home helps me sort problems out, but I would like more pictures in my living area. They look after my needs, and the home is always clean and tidy. Could take people out more, having a ride round and go on holiday. TheY allow me to be more independent. Would like more staff interactions, and go on walks around Kinver. I like the Stables very much; I get as many cups of tea as I want them. The home is the best home Ive ever been in. People have expressed their general appreciation with the quality of food they get, and the activities presented, although several indicated that they would like more. We were informed about important events, including incidents and accidents that have happened since the last inspection. The Home is managed in a way that shows it has the interests of the people using the service as the focus of activity. During this period there have been no allegations made to, or complaints received by CQC, and people that responded to our survey stated that they know how to raise concerns. The service also told us that they intend to review the frequency of care plan evaluation, to ensure meaningful records are maintained. We were also told that they will involve people who use the service more in the recruitment and selection process. The home continues to let us know about things that have happened since our last key inspection, reporting to us any issues that may affect people that live there. They work well with us, and have shown us that their service continues to provide excellent outcomes for the people who use it. There has been no other information received from either other organisations, or comments from other people. What are we going to do as a result of this annual service review? Annual Service Review Page 5 of 7 At the last inspection the standard of service was judged to be excellent, and we believe the quality of the service has been maintained since the last key inspection. We will do a Key Inspection before July 28th 2011, to review our assessment of the Care Home. However we can inspect the service at any time if we have concerns about the quality of the service, or the safety of the people using the service.
