What the care home does well A review of the documentation and discussions with both people who live at the care home and members of staff showed that there is a person centred approach. There is an enclosed area to the rear of the property where goats, ducks and chickens live, and are looked after by people who live at the care home. There is also a productive greenhouse and an allotment where vegetables and flowers are grown. What the care home could do better: No statutory requirements or good practice recommendations have been made as a result of this inspection visit. The home is organised into four houses, each having ten beds, namely The Lodge, The Villa, The Cottage and The Care Homes for Adults (18-65 years) Page 2 of 8 Brief description of the care home Penthouse. 75 of the rooms offer single accommodation and 25 shared. Each house has separate lounge and dining facilities, together with suitably equipped bathroom and toilet facilities. There are no en suite bedrooms. Kitchen and laundry facilities are centralised. There is however a small kitchen in the Cottage, which people can access to prepare snacks and drinks. There is also a white room located in the Cottage with snoezelen equipment in place. The Registered Manager has the support of a Deputy Manager, both of whom are Registered Learning Disabilities Nurses. Each house has its own care team, with Registered Nurses currently working across two houses. There is also access for people to outside healthcare professionals, including that of routine health care screening and also specialist needs as well as advocacy services. A variety of activities are organised on a daily basis both in and outside the home. As well as accessible sitting areas externally, a workshop area has been developed at the rear of the premises and garden areas are used for growing vegetables and fruit as well as keeping hens and ducks. The fees range from £743.70 to £1,192.71 per week (May 2010) Care Homes for Adults (18-65 years) Page 3 of 8 What we found: This was a random inspection visit and no one at Elmwood House knew that the inspection was going to take place. The visit took approximately two hours and involved one inspector. This random inspection was instead of a key inspection, and took place to ensure that the Commission met its statutory responsibilities. The care files belonging to two people who live at Elmwood were seen. These were person centred, and make good use of photographs, and signs and symbols. They focussed on the individuals with All about me documentation identifying personal choices, and likes and dislikes, and describing how the person spends their time. In addition there were pen pictures written by the staff, which provided more information about the person and their life story. A small ring binder contained important information about health care, and recorded among other things details of medication changes, height, weight and any medical conditions. At the last key inspection, people not being able to access the telephone was raised as an issue, and discussions with the manager identified how people are now assisted to use the telephone when they wish. Discussions with four people who live at the care home, showed that people have access to a range of activities, including holidays. The care home has a several species of wild life including goats, ducks and chickens, together with a productive garden and greenhouse area, so that people who live at the care home are able to access outside activities and experience growing plants and rearing animals. In addition there is also a local allotment where people can get involved in growing vegetables. At the last key inspection a good practivce recommendation was made relating to people being able to access the Internet and (Information Technology IT) discussions with the manager about IT, showed that people can access the Internet with staff support if required. At the last key inspection evidence was seen that people were not always being treated with due regard to their privacy and dignity. During this random inspection staff were observed to see how they interacted with the people who live at the care home. Observations showed a respectful relationship, and a warmth and rapport between staff and people at the home. A statutory requirement made at the last key inspection relating to privacy and dignity was therefore judged to have been met. No complaints have been received by the care home within the last 12 months, and no safeguarding referrals have been made either. The Commission have not received any complaints or concerns about this care home in the past twelve months. A partial tour of the building and the garden showed a clean, comfortable and homely building with no obvious signs of bad odour at any point during the inspection visit.
