The home is registered to accommodate six adults with a learning disability, who have challenging needs. The registered providers for the service are the Hastings and Rother Primary Care Trust (PCT). Annual Service Review Page 3 of 6 Service update since the last key inspection or annual service review: What did we do for this annual service review? We looked at all the information that we have received, or asked for, since the last key inspection or annual service review. This included: -The Annual Quality Assurance Assessment [AQAA] that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. -Information we have about how the service has managed any complaints. -What the service has told us about things that have happened in the service, these are called notifications and are a legal requirement. -The previous key inspection and the results of any other visits that we have made to the service in the last 12 months. -Relevant information from other organisations. -What other people have told us about the service. What has this told us about the service? The home returned the Annual Quality Assurance Assessment (AQAA) when we asked for it. This included detailed information. It identified a number of areas where improvements have been made in the last year and others where further developments are either planned or would benefit service users. Our judgement is that the home is still providing a good service. It is acknowledged that that AQAA was received in June 2009 and that further improvements may have been made since this date. Some of the improvements noted included: refurbishment of the large bathroom, improvements made to the kitchen area and one bedroom has been redecorated. Residents now have a communication passport and an object of reference board to assist them in communicating. Staff are up to date with their mandatory training and twelve of the sixteen staff have now completed NVQ (national vocational qualification) at level two or above. Each of the residents now has a financial support plan. As a result of the last key inspection carried out on 12 September 2008 three requirements and three good practice recommendations were made. A detailed action plan was received stating how the requirements and good practice recommendations would be met. There was evidence in the AQAA that progress has been made in some areas but no reference to other areas. The home has told us that they have received no complaints. The AQAA told us that there have been a number of adult protection referrals and that one investigation was carried out by Social Services. The Commission has only been advised of two adult protection referrals. We were informed that the registered manager was retiring from his position as manager from 31 August and that the home had appointed a new Annual Service Review Page 4 of 6 manager who would take on managerial responsibilities from 1 September 2009. In advance of completing this review a range of surveys were sent to the home to distribute to residents, staff and any visiting professionals. We received comments from one resident, four staff and one visiting professional. A staff member completed the survey on behalf of the resident so the views expressed are those of the staff member rather than the resident. Professional comments included: - that the service has a holistic approach to patients needs and that the home is a well run friendly well staffed home. Staff comments: - In response to a question relating to having enough support, two staff stated sometimes, one said often and one regularly. Comments included: - Offers first class support to the service users that live here. Clients are given the opportunity to go out of the house each day and individual needs are met. The team works well with the resources available to them. We are very good at working with the facilities that are available to us and service users, to provide as much as possible an independent and active life. Two staff members felt that transport could be improved by providing two vehicles so that residents have increased opportunities to community activities. What are we going to do as a result of this annual service review? We consider the quality rating of the home remains good since the last key inspection. We will do a key inspection by the end of September 2010 to review our assessment of the home. However, we reserve the right to revisit this decision if additional information is brought to our attention.
