Field Cottage is registered to provide accommodation for up to seven adults with a learning disability and admits people with low to medium dependencies. The home is part of services provided by East Sussex Social Services. The registered manager is Louise Eastwood who has day-to-day control of the home. The premise is a detached house situated in a quiet residential area. There are seven bedrooms all with a wash hand basin and one also has an ensuite shower/toilet. People have access to a bathroom, separate shower room, kitchen/diner and lounge. There is also a laundry. The home is non-smoking. To the front of the property there is a car parking area and a further fishpond and garden. The home is not suitable for wheelchair access. There is limited parking on the car parking area and additional on street parking in the street. The home is situated within walking distance of local village shops and other amenities such as library, bank, swimming pool and public transport links. The staff compliment consists of the team leader (registered manager), senior care officers and care officers. Care staff` work a rota with a minimum of two staff on duty during the day although at times there may be three staff on in the morning. One member of staff sleeps in at night. Fees are based on a financial assessment and people make a contribution although this does not reflect the cost of care. Details of the unit cost per person are available from the registered manager. We looked at all the information that we have received, or asked for, since the last key inspection. This included: The annual quality assurance assessment (AQAA) that was sent to us by the service. The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gave us some numerical information about the service. Surveys returned to us by people using the service and from other people with an interest in the service. Information we have about how the service has managed any complaints. What the service has told us about things that have happened in the service, these are called notifications. It is a statutory requirement that the service inform us without delay. The previous key inspection. Relevant information received from organisations. What has this told us about the service? The service returned the annual quality assurance assessment (AQAA) when we asked for it. This was clear and gave a adequate picture of the care and support received. Some data information was missing. It identified areas that have improved in the last year including updated licence (contract) agreements using a user friendly format, increased the range of activities available, increased the number of residents meetings and made them more person centred, introduced competency checks for staff in areas such as safeguarding and medication administration, introduced a user friendly complaints procedure. It also identifies areas where further developments are either planned or would benefit people who use the service. The last report was very positive and two requirements were made as well as some suggestions for good practise. It was clear in the AQAA that the requirements had been met. The AQAA indicates no complaints have been received or safeguarding referrals made by the service in the last 12 months. The Commission has received no complaints. The service has kept us informed about significant events that affect the people using the service. There has not been anything out of the ordinary that has caused us to become concerned. The service was sent postal surveys to distribute to people using the service, staff and professionals who have contact with the service. Two survey forms have been received from people that use the service which were positive about the service. Both were Annual Service Review Page 4 of 6 completed with the help of staff. One commented I like my home. Two surveys were received from health care professionals who have had contact with the service. Their comments were positive. One commented my patients are well cared for and appear happy. When asked what the service does well one commented very tailored service to the need of individuals, clients is encouraged to be independent. When asked what the service could do better one commented bring a handover record when consulting us when it is not the key worker present. One staff survey was received. This was positive. When asked what the service does well they commented support service users to be as independent as possible and facilities choice. East Sussex County Council have informed the Commission that it intends to deregister the home as of 28th February 2010. The majority of people living in the home will remain there independently and be supported by the local community support team. After considering the information our judgement is that the service is still currently providing a good service and that they plan to make further improvements to improve outcomes for people who use the service up until they de-register. What are we going to do as a result of this annual service review? We are not going to change our inspection plan, and will do a key inspection by 26th January 2011. However we can inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
