If yes, what have they been: Date of last key inspection: Date of last annual service review (if applicable): Brief description of the service None Annual Service Review Page 2 of 5 Frank Cowl House is registered as a care home providing both long and short stay personal care and accommodation for up to twenty-two people over the age of 50, who may have physical disabilities. Frank Cowl House is not registered to provide intermediate care or nursing care. Frank Cowl House is owned by Plymouth City Council. Information about the home and copies of inspection reports can be obtained from the Registered Manager. Frank Cowl House is located in the Devonport area of Plymouth close to transport routes and local shops. It is a large purpose-built, detached, two-storey building. All the bedrooms are single and none of them have en-suite facilities. There are six large bedrooms on the ground floor specifically allocated for people with physical disabilities. Bathing, showering and toilet facilities, suitable for people with physical disabilities, are available on each floor, close to bedrooms and communal rooms. There is a lounge, dining room, sun room and a library on the ground floor, and two lounges and a dining room on the 1st floor. A shaft lift, automatic front door and front entrance ramp provide full access to all parts of the building for those people with physical disabilities. A call bell system is installed throughout the home. In agreement with Plymouth City Councils Smoking Policy, there is a room designated specifically for residents use should they wish to smoke indoors. This room is not available for visitors or staff use as they are expected to comply with the homes No Smoking policy. For health and safety reasons this room is locked between the hours of 00:00 and 06:00 and no smoking is permitted on the premises ovenight. Frank Cowl House does not have a garden however there is an outside seating area at the front of the house, and it is situated beside Devonport Park. There is limited parking space at the side of the home. On-street parking is available. Annual Service Review Page 3 of 5 Service update since the last key inspection or annual service review:
What did we do for this annual service review? We looked at all the information we have received, or asked for, since the last key inspection. 1. We asked the service to send us their Annual Quality Assurance Assessment (AQAA). The AQAA is a self-assessment that focuses on how well outcomes are being met for people using the service. It also gives us some numerical information about the service. 2. Some people who use this service were asked to complete surveys telling us about their experiences of living at this service. 3. We looked at information about how the service has managed any complaints. 4. We looked at what the service has told us about things that have happened to the service, these are called notifications and are a legal requirement. 5. We looked at the previous key inspection and the results of any other visits that we have made to the service in the last 12 months. 6. We also looked at relevant information from other organisations and what other people have told us about the service What has this told us about the service? The service sent us their Annual Quality Assurance Assessment (AQAA). It was clear and gave us all the information we asked for. It demonstrates that the service has an understanding of what good practice is for the people who use this service and that they know how to maintain this. This service has demonstrated that it acts promptly if concerns are raised, that they follow the correct procedures and the advice given by statutory agencies. People were aware of the complaints procedure and all responding to CQC surveys felt that staff listen and act on what they say. The Care Quality Commission has not received any complaints or any other information from other sources about this service. We have not made any visits to the service since the last key inspection. The AQAA tells us that staff continue to receive training and education to show they have the skills and experience to care for people in a safe way. The home continues to let us know about things that have happened since our last key inspection and they have shown that they have managed issues well. They work well with us and have shown us that their service continues to provide good outcomes for the people who use it. What are we going to do as a result of this annual service review? We will carry out an unannounced inspection by 29/11/2010. However, we will inspect the service at any time if we have concerns about the quality of the service or the safety of the people using the service.
