What the care home does well A driver/activity work has been recruited and this has helped people to have a greater opportunity to access the community. This includes college, a dance class and working in a local cafe.The manager communicates a clear sense of direction and staff are aware of the standards that are expected of them. She also promotes equality and diversity issues and is aware of good practice issues. The manager and staff team are committed to the ongoing development of the service and to enable people to have a good and interesting quality of life. People living at Glengall are well looked after and receive good personal care. Staff support people to get the health care that they need and to remain as healthy as possible. People are supported by an experienced, well trained and qualified staff team. What the care home could do better: The service continues to grow and develop and staff support people to have a good quality of life. The service is part of a bigger organisation. It is one of a number of homes run by RCHL, a not-for-profit organisation. The home is registered for 7 people and at the time of the visit 7 people were living there. Most people have profound learning disabilities, additional physical disabilities and little or no verbal

Glengall Road is a large detached house in Woodford Green close to shops and public transport. There is an annex in the garden and the laundry, and storage facilities. There is a small garden with a raised fishpond. Some people go to day services and activities are organised by the staff. There is an adapted minibus that is used for activities and trips. The basic charge per week for each person is 1362.99 pounds. The manager provided this information in the AQAA (Annual Quality Assurance Assessment). This was an unannounced random inspection undertaken in line with the Commissions current guidance on inspecting excellent services. The service provided a comprehensive AQAA (Annual Quality Assurance Assessment) and the decision was made to look at two areas, choice of home and management and administration. These areas were chosen as last year there was an emergency admission to the service and the registered manager now no longer works full time. As part of the visit we were able to talk to the manager, staff and some of the people living at the service. In addition we received completed feedback surveys from five staff and on behalf of six users of the service. Care and other records were checked. The organisation has an admissions procedure that includes the gathering of information and assessments. It also contains details of how a prospective user of the service would be introduced to the home. A young man moved into the home last year as an emergency placement. The AQAA (Annual Quality Assurance Assessment) states that therefore there was not time to follow the moving in policy to its full extent. However the manager and another member of staff had visited the person in hospital and carried out an assessment and talked to staff there. They also had information from the persons social worker and from a respite service that the person had previously used. An advocate was involved in this process. Therefore sufficient information was obtained prior to a decision being made about the individual moving in to the home. Since the last inspection the management structure of the service has changed. The manager now only works for eighteen and a half hours each week week. At present two project workers are sharing responsibility for the other eighteen and a half hours. Both workers have many years experience and have completed the Registered Managers Award. The manager is supernumerary for the three days that she is at the service. Staff spoken to said that the system is working well and that they continue to feel supported and that the service continues to be very well managed. The organisation continues to robustly monitor the service with regular monthly monitoring visits, financial audits and quality assurance checks. People living at Glengall Road participate in various service user forums that are facilitated by independent advocates. They are supported to give feedback on the service that they receive and to help shape future services. All of the necessary health & safety checks are carried out and records of these were up to date and accurate. In addition the organisation carries out quarterly and annual health & safety checks. Any issues identified are appropriately addressed and a safe environment is maintained. This remains an excellent service.
